Les États membres prennent en outre les mesures nécessaires pour garantir que, lorsqu’un élément de bâtiment qui fait partie de l’enveloppe du bâtiment et a un impact considérable sur la performance énergétique de cette enveloppe est rénové ou remplacé, la performance énergétique de l’élément de bâtiment satisfasse aux exigences minimales en matière de performance énergétique dans la mesure où cela est techniquement, fonctionnellement et économiquement réalisable.
Member States shall in addition take the necessary measures to ensure that when a building element that forms part of the building envelope and has a significant impact on the energy performance of the building envelope, is retrofitted or replaced, the energy performance of the building element meets minimum energy performance requirements in so far as this is technically, functionally and economically feasible.

§ When buildings undergo major renovation, the energy performance of building or the renovated part thereof shall meet minimum energy performance requirements as this is technically, functionally and economically feasible. The minimum energy performance requirements shall also apply to the technical building systems and to the building elements which have a significant impact on the energy performance of the building envelope whenever they are retrofitted or replaced (Art 7 and 8).
