(21) considérant que l'élargissement de la panoplie des instruments s'est avéré plus difficile que prévu; que le développement et la mise en oeuvre d'autres instruments visant à compléter la législation sont nécessaires pour faire réellement changer les tendances et les pratiques actuelles en vue d'un développement durable compte tenu du principe de subsidiarité; qu'il faut pour cela concevoir, au niveau approprié, davantage d'instruments efficaces orientés vers le marché, d'autres instruments économiques et d'instruments horizontaux ainsi que mieux utiliser les mécanismes financiers de la Communauté pour promouvoir le développement durable; que la Commission a formulé des propositions en vue d'une réforme de la politique agricole commune, qui prévoient en particulier des incitations financières accrues en faveur des mesures agro-environnementales et la possibilité, pour les États membres, d'assurer par des moyens appropriés le respect des dispositions environnementales des organisations communes de marchés;
(21) Whereas broadening the range of instruments has proved more difficult than envisaged; whereas the development and implementation of other instruments to complement legislation is necessary to bring about substantial changes towards sustainable development in current trends and practices, taking account of the subsidiarity principle; whereas this requires the further development at an appropriate level of effective market-based and other economic instruments and of horizontal instruments, and the improved use of the Community's own financial support mechanisms as a means of promoting sustainable development; whereas the Commission has put forward proposals for reform of the common agricultural policy which envisage, in particular, increased financial incentives for agri-environmental measures and the possibility for Member States to take appropriate steps to ensure compliance with the environmental provisions of the common market organisations;
