L’oblast de Kaliningrad a une situation géographique exceptionnelle: cette zone de taille relativement modeste, totalement cernée par deux États membres, constitue l’unique enclave existant sur le territoire de l’Union européenne. Sa configuration et la répartition de sa population sont telles que l’application des règles normales de définition de la zone frontalière diviserait artificiellement l’enclave, de sorte que certains habitants bénéficieraient de facilités en matière de petit trafic frontalier tandis que la majorité, dont les habitants de la ville de Kaliningrad, en serait privée.
The Kaliningrad oblast has an exceptional geographic situation: as a relatively small area completely surrounded by two Member States, it constitutes the only enclave in the European Union; its shape and the distribution of its population are such that applying the standard rules on the definition of the border area would artificially divide the enclave, whereby some inhabitants would enjoy facilitations for local border traffic while the majority, including the inhabitants of the city of Kaliningrad, would not.
