de s'engager en faveur de la mise en place d'une zone d'association interrégionale euro-latino-américaine, pleinement conforme au nouveau mécanisme de transparence de l' Organisation mondiale du commerce (OMC) et aux droits et obligations découlant de l'accord de l'OMC, notamment l'article XXIV de l'Accord général sur les tarifs douaniers et le commerce (GATT) et l'article V de l'Accord général sur le commerce des services (AGCS), contribuant ainsi au renforcement du système commercial multilatéral;

La Commission, conformément aux dispositions des accords-cadre, propose au Conseil d'initier des négociations avec le Mercosur et le Chili pour développer pleinement l'objectif d'une association interrégionale fondée sur trois volets essentiels: un partenariat pour les questions politiques et de sécurité; un processus renforcé de coopération dans le domaine économique et institutionnel; l'établissement d'une zone de libre-échange (ZLE) des marchandises et des services compte tenu, dans le respect des règles de l'OMC, de la sensibilité de certains produits.
The Commission considers that, in line with the provisions of these framework agreements, negotiations should now begin with Mercosur and Chile with a view to achieving full inter-regional association. This is to be based on, namely: a partnership in political and security matters; greater economic and institutional co-operation; establishment of a free trade area (FTA) for goods and services which, whilst complying with WTO rules, takes into account the sensitive nature of some products.

La création d'une Association interrégionale Union Européenne- MERCOSUR L'objectif à terme proposé aujourd'hui par la Commission est la mise en oeuvre d'une Association Interrégionale UE-MERCOSUR, basée sur un partenariat équilibré et solidaire sur les plans politique, économique et commercial, notamment à travers l'établissement progressif d'une zone de libre échange dans le domaine industriel et des services ainsi qu'une libéralisation réciproque et progressive des échanges agricoles (en tenant compte de la sensibilité de certains produits et une coopération approfondie, y compris dans le domaine politique. Les objectifs de cette association sont les suivants : - dans le contexte des conclusions de l'Uruguay Round, favoriser l'accroissement des flux interrégionaux de façon réciproquement avantageuse; - promouvoir les investissements stratégiques des entreprises - le renforcement au niveau international d'une coopération politique notamment à travers la recherche de positions communes dans les enceintes internationales sur les questions d'intérêt mutuel y compris la paix et la sécurité mondiales. - la recherche d'une plus grande efficacité de l'action extérieure de l'Union Européenne par l'établissement d'un nouveau cadre de relations entre partenaires de même nature. Bien qu'il soit encore prématuré de définir avec précision les éléments établissant cette Association, les principaux axes de l'Association seraient: - l'établissement flexible et progressif d'une zone de libre échange dans le domaine industriel et une libéralisation réciproque et progressive des échanges agricoles (en tenant compte de la sensibilité de certains produits); - la coopération et le dialogue concernant les questions commerciales; - la libéralisation des mouvements des services et des capitaux; - les instruments de financement conjoints pour des projets régionaux; - la coo ...
The Commission is therefore proposing an interregional association between the Union and Mercosur. 2. EU-Mercosur interregional association The long-term goal put forward by the Commission today is an EU-Mercosur interregional association founded on a balanced political, economic and trading partnership conducted in a spirit of solidarity, notably through the gradual establishment of a free-trade area for industrial products and services together with reciprocal and gradual liberalization of trade in agricultural products, taking account of the sensitivity of some products. Cooperation, political and otherwise, could be deepened at the same time. The objectives of association would be: - to foster interregional flows to the advantage of both partners and within the bounds of the Uruguay Round Final Act; - to promote strategic investment by firms; - to strengthen political cooperation at international level, in particular by seeking to reach joint positions in international forums on issues of mutual interest, including world peace and security; - to improve the efficiency of the Union's external activities by establishing a new framework for relations with partners of a similar nature. Though it is too early to state in detail the components of such an association, the main lines would be: - the gradual establishment of a free-trade area for industrial products and services and, taking account of the sensitivity of certain products, reciprocal and gradual liberalization of agricultural trade; - cooperation and dialogue on trade issues; - the liberalization of trade in services and capital; - joint financing instruments for regional projects; - cooperation on environmental issues and transport; - cooperation on science and technology; - cooperation on information, communications and culture; - interinstitutional cooperation; - political cooperation and coordination in international forums; - industrial cooperation; - cooperation regarding the informatio ...
