Mr.Wouters' point was that the deputies need to understand that if there is a problem in their department, they have a problem, obviously, but the President of the Public Service Commission has a problem as well, because she is accountable to Parliament for the overall system, and to try to capture that so people could understand this accountability relationship in a constructive manner.
