The action of the European Youth Forum, the National Academic Recognition Information Centres (NARIC), the Eurydice, Euroguidance and Eurodesk networks, the eTwinning National Support Services, the National Europass Centres, and the National Information Offices in the neighbourhood countries is essential in order to achieve the objectives of the Programme, in particular by providing the Commission with regular, updated information regarding their various fields of activity and through the dissemination of the Programme results in the Union and in the partner countries.

In pre-defined cases, as determined at national level, the national coordination centre may authorise an authority referred to in paragraph 1 to communicate and exchange information with the regional authorities or the national coordination centre of another Member State or the competent authorities of a third country on condition that such authority regularly informs its own national coordination centre of such communication and information exchange.

The general objective is the definition and implementation by Mali of a migratory policy adapted to the regional and European policies and dynamics. The specific objective is the setting up of the Migration Information and Management Centre which will implement and coordinate the various elements of Mali's migration policy. The expected results are (i) definition and implementation of an information and communication strategy on the legal conditions for migration and the prevention of irregular migration, (ii) putting in place a mechanism for welcoming, orientating and accompanying potential migrants (iii) putting in place a service for welcoming, orientating and accompanying returnees (iv) productively using the human, financial and technical capital lof the diaspora (v) knowledge and analysis of the migratory flows of relevance to Mali (vi) coordination of the various hierarchical structures so that they can properly steer the above-mentioned components.

In line with Article 3 of the Decision, the Commission established a special interest group on the platform of the web-based CIRCA (Communication Information Resource Centre Administrator) network and gave access to national contact points designated by Member States.

In the event of a major emergency within the participating States or imminent threat thereof, which causes or is capable of causing transboundary effects or which may result in a call for assistance through the Monitoring and Information Centre from one or more countries, the competent authority and/or contact points of the State in which the emergency is imminent or has occurred, shall without delay inform the Monitoring and Information Centre via the established communication channels.
