2. Les lots de produits visés à l’article 1er ne relevant pas du champ d’application de la directive 97/78/CE du Conseil du 18 décembre 1997 fixant les principes relatifs à l'organisation des contrôles vétérinaires pour les produits en provenance des pays tiers introduits dans la Communauté (6) seront introduits dans l’UE par un point d’entrée désigné («PED») au sens de l’article 3, point b) du règlement (CE) no 669/2009 de la Commission du 24 juillet 2009 portant modalités d’exécution du règlement (CE) no 882/2004 du Parlement européen et du Conseil en ce qui concerne les contrôles officiels renforcés à l’importation de certains aliments pour animaux et certaines denrées alimentaires d’origine non animale et modifiant la décision 2006/504/CE (7).
2. Consignments of the products referred to in Article 1 falling outside the scope of Council Directive 97/78/EC of 18 December 1997 laying down the principles governing the organisation of veterinary checks on products entering the Community for third countries (6) shall be introduced into the EU through a designated point of entry (hereinafter ‘DPE’) within the meaning of Article 3 (b) of Commission Regulation (EC) No 669/2009 of 24 July 2009 implementing Regulation (EC) 882/2004 of the European Parliament and of the Council as regards the increased level of official controls on imports of certain feed and food of non-animal origin and amending Decision 2006/504/EC (7).

The regulation stipulates a certain number of controls to be put in place in the UK including in particular that these products may only be manufactured in specified establishments under veterinary control; that the products are accompanied by a health certificate issued by an official veterinarian when dispatched to other member states; that the products are labelled to show the method and establishment of production, that the bovine raw material should be obtained only from animals which are less than 30 months of age and should exclude certain tissues such as the brain spinal cord.
