Pour les raisons exposées aux considérants 4 et 5, et afin de prévoir suffisamment de temps pour la révision des critères écologiques actuels après l'adoption des nouvelles exigences proposées en matière d'étiquetage énergétique et d'écoconception, il convient de prolonger jusqu'au 31 décembre 2019 la période de validité des critères et des exigences en matière d'évaluation et de vérification correspondantes, tels que modifiés par la présente décision.
For the reasons set out in recitals 4 and 5, and in order to allow enough time for revision of the current ecological criteria once the proposed new energy labelling and eco-design requirements are adopted, the period of validity of the existing criteria and related assessment and verification requirements, as amended by this Decision, should be prolonged until 31 December 2019.

(12) ‘upgrading’ means any major modification work on a subsystem or part of it which results in a change in the technical file accompanying the ’EC’ declaration of verification, if this technical file exists, and which improves the overall performance of the subsystem Where modification work is to be carried out in respect of a subsystem or vehicle, the relevant TSI shall specify whether or not the work in question is to be classified as major and, if it is, the reasons for such classification ;
