1. Sans préjudice des obligations qui lui incombent en vertu de la convention internationale pour la protection des végétaux (CIPV) et compte tenu des normes internationales pertinentes, l'autorité compétente n'accepte un certificat phytosanitaire accompagnant des végétaux, produits végétaux ou autres objets devant être introduits sur le territoire de l'Union à partir d'un pays tiers que lorsque le contenu dudit certificat est conforme à l'annexe V, partie A. Lorsque les végétaux, produits végétaux ou autres objets doivent être introduits à partir d'un pays tiers dont ils ne sont pas originaires, l'autorité compétente n'accepte que les certificats phytosanitaires conformes à l'annexe V, partie A ou B.
1. Without prejudice to obligations under the International Plant Protection Convention (IPPC) and taking into account relevant international standards, the competent authority shall only accept a phytosanitary certificate accompanying plants, plant products or other objects to be introduced from a third country, if the content of that certificate complies with Part A of Annex V. Where the plants, plant products or other objects are to be introduced from a third country from which they do not originate, the competent authority shall only accept a phytosanitary certificate complying either with Part A or Part B of Annex V.

Par dérogation à l'article 87, lorsque des végétaux, produits végétaux ou autres objets introduits sur le territoire de l'Union à partir d'un pays tiers exigent, pour leur circulation sur le territoire de l'Union, un passeport phytosanitaire conformément à l'article 79, paragraphe 1, et à l'article 80, paragraphe 1, le passeport n'est délivré que lorsque les contrôles effectués dans le cadre de contrôles officiels au poste de contrôle frontalier, relatifs à leur introduction, ont donné des résultats concluants et indiquent que les végétaux, produits végétaux ou autres objets concernés répondent aux exigences de fond pour la délivrance d'un passeport phytosanitaire conformément à l'article 85 et, le cas échéant, à l'article 86.
1. By way of derogation from Article 87, where a plant, plant product or other object, introduced into the Union territory from a third country which, for movement within the Union territory, requires a plant passport pursuant to Article 79(1) and Article 80(1), the passport shall be issued if the checks by means of official controls at the border control post concerning its introduction have been completed satisfactorily and have led to the conclusion that the plant, plant product or other object concerned fulfils the substantive requirements for issuance of a plant passport according to Article 85 and, where appropriate, Article 86.

The Commission should adopt immediately applicable implementing acts where, in duly justified cases relating to measures to be adopted against specific Union quarantine pests or pests not listed as Union quarantine pests, to the prohibition of introduction of certain plants, plant products and other objects into the Union territory or a protected zone or to subjecting such introduction to specific requirements and to temporary measures concerning plants, plant products and other objects likely to pose newly identified pest risks or other suspected phytosanitary risks, imperative grounds of urgency so require.

By way of derogation from Article 87 of this Regulation, where a plant, plant product or other object, introduced into the Union territory from a third country which, for movement within the Union territory, requires a plant passport pursuant to Article 79(1) and 80(1) of this Regulation, the passport shall be issued if the checks under Article 49(1) of Regulation ►C1 (EU) 2017/625 ◄ concerning its introduction have been completed satisfactorily and have led to the conclusion that the plant, plant product or other object concerned fulfils the substantive requirements for issuance of a plant passport in accordance with to Article 85 of this Regulation and, where appropriate, Article 86 of this Regulation’.

1 bis. 1a. Where Member States compensate professional operators, pursuant to point (ca) of Article 19(1) of Regulation (EU) No [..]/2013 + , for the value of plants, plant products or other objects destroyed as part of the measures referred to in paragraph 1 and implemented in a cross-border area, they shall ensure that adequate compensation is coordinated between the Member States concerned so as to avoid, wherever possible, undue market distortion.

Plants, plant products and other objects that are in phytosanitary transit through Union territory from one third country to another are required to satisfy the plant health requirements under Article 40 without prejudice to other applicable plant health rules.
