Tel est l'objectif de cette Communication, étroitement liée, dans la perspective du Conseil européen de printemps 2003, avec la Communication sur l'objectif d'augmentation de l'effort européen global de recherche jusqu'à 3 % du PIB de l'Union d'ici 2010 récemment adoptée par la Commission, [6] ainsi que les vues qu'elles présentera prochainement sur le rôle des universités dans l'Europe de la connaissance : un rôle central, du fait de la double fonction de recherche et d'enseignement des universités, et de leur place croissante dans le processus d'innovation.
Such is the aim of this Communication which, in the run up to the Spring 2003 European Council, is closely linked to the Commission's recent Communication on increasing European research to 3% of EU GDP by 2010, [6], and the views the Commission will shortly be putting forward on the role of universities in a knowledge-based Europe. This role of universities is central in view of their dual research and teaching function and the growing position they occupy in the innovation process.

regrette le manque d'ambition de l'objectif (visant à améliorer l'efficacité énergétique de 27 % au minimum d'ici à 2030) adopté par le Conseil européen en 2014, qui se justifie principalement par un taux d'actualisation extrêmement haut et irréaliste figurant dans une analyse d'impact précédente; rappelle que ce taux d'actualisation de 17,5 % est extrêmement élevé; demande à la Commission de passer à une analyse exhaustive des coûts et des avantages, en tenant compte des multiples avantages de l'efficacité énergétique, et à un taux d'actualisation social, conformément aux lignes directrices pour une meilleure réglementation qu'elle a elle-même élaborées; invite la Commission et les États membres à revoir l’objectif de 27 % d’efficacité énergétique pour 2030, compte tenu de l’accord de Paris sur le changement climatique, en vue d’atteindre l’objectif consistant à limiter la hausse du réchauffement mondial à un niveau nettement inférieur au seuil de 2 oC, et de poursuivre les efforts visant à limiter cette augmentation à 1,5 oC, conformément à l’objectif d’efficacité énergétique adopté par le Parlement; demande à la Commission de fixer un objectif d’efficacité énergétique contraignant de 40 % pour 2030, qui corresponde au niveau du potentiel d'efficacité énergétique rentable.
Regrets the unambitious nature of the target (a minimum 27 % improvement in energy efficiency by 2030) adopted by the European Council in 2014, which is mainly justified by an extremely unrealistic high discount rate contained in a previous impact assessment; recalls that this discount rate (17,5 %) is excessively high; calls on the Commission to move to comprehensive cost-benefit analysis taking into account the multiple benefits of energy efficiency, and to a social discount rate, in line with its own Better Regulation guidelines; asks the Commission and the Member States to review the 27 % energy efficiency target for 2030 in the light of the Paris climate change agreement, with a view to achieving the goal of limiting the increase in global warming to well below 2 oC, and to pursue efforts to limit that increase to 1,5 oC in line with the energy efficiency target adopted by Parliament; asks the Commission to set a binding energy efficiency target of 40 % for 2030 which will reflect the level of cost-effective energy efficiency potential.

Ainsi, si la Commission constate un dérapage significatif par rapport à l'objectif budgétaire à moyen terme ou par rapport à la trajectoire d'ajustement qui doit conduire à la réalisation de cet objectif, elle adresse un avertissement à l'État membre concerné. Si dans un délai d’un mois la situation est inchangée, le Conseil adresse des recommandations à l’État concerné en vue d'empêcher l'apparition d'un déficit excessif («mécanisme d’alerte rapide », art. 121 paragraphe 4 du traité sur le fonctionnement de l’UE).
Thus, if the Commission identifies a significant divergence from the medium-term budgetary objective or from the adjustment path that should lead to that objective being achieved, it will address recommendations to the Member State concerned to prevent the occurrence of an excessive deficit (early warning mechanism, Article 121(4) of the Treaty on the Functioning of the EU).

En ce qui concerne les systèmes de transport intelligents, la politique du RTE-T a contribué en particulier à préparer les projets Galileo et SESAR (programme de recherche sur la gestion du trafic aérien dans le ciel unique européen), initiatives européennes majeures qui devraient, lorsqu'elles seront opérationnelles, rendre l'utilisation des infrastructures de transport beaucoup plus efficace. En ce qui concerne le transport routier, ferroviaire et aérien, par exemple la gestion du trafic maritime (VTM) et les services d’information fluviale (SIF), des projets en matière de systèmes de transport intelligents ont été élaborés de façon flexible, sur la base des caractéristiques définies par les orientations relatives au RTE-T. Cette approche théorique permet d’incorporer les évolutions technologiques, les besoins du marché et les initiatives de coopération entre partenaires issus de différents États membres; alliée à la possibilité de contribution à hauteur de 50 % pour la préparation des projets, elle a eu une incidence notable sur le développement de projets transfrontaliers, qui sinon n’auraient peut-être pas existé. Les méthodes flexibles de mise en œuvre de projets de ce type, fondées sur des objectifs et critères préétablis, devraient aussi se prêter à la réalisation d'autres objectifs de la politique de transport, à savoir la fourniture de services de transport efficaces (du point de vue économique comme environnemental), sûrs, fiables et de grande qualité.
As regards intelligent transport systems, TEN-T policy has helped in particular to prepare Galileo and the Single European Sky Air Traffic Management Research (SESAR) ( major European projects which, once operational, are expected to make the use of transport infrastructure far more efficient. In road, rail and air transport, as in Vessel Traffic Management and River Information Services, ITS projects have been developed in a flexible way, on the basis of characteristics set out in the TEN-T Guidelines. This conceptual approach makes it possible to incorporate technological developments, market needs and cooperation initiatives between partners from different Member States and, combined with the 50% funding possibility for project preparation, has had a significant impact on the development of cross-border projects which might not have existed otherwise. This kind of flexible approach to project development, based on pre-established objectives and criteria, should also be lend itself to achieving other transport policy objectives – the provision of efficient (both economically and environmentally), safe, secure and high quality transport services.

So, if the Commission identifies a significant divergencefrom the medium-term budgetary objective or from the planned adjustments that should lead to achieving that objective, it will give recommendationsto the country concerned to prevent an excessive deficit (early warning mechanism, Article 121(4) of the Treaty on the Functioning of the EU).
