I think the primary concern can be summarised as the one underlying the impression that what is certainly a very large political majority, a two-thirds majority, but nonetheless a circumstantial political majority in the Hungarian Parliament, has succeeded in forcing a constitutional reform that places constraints on the achievement of political pluralism and, consequently, on the possibility of alternating between different political projects under the same set of rules of play. I think that is why it has caused concern, from the point of view of its concordance with the principles enshrined in Articles 2 and 3 of the Treaty on European Union and with the political dimension of the rights enshrined in the Charter of Fundamental Rights of the European Union.

The fact that 20 years after the fall of the Berlin Wall, six years after the accession of your country and many other Central and Eastern European countries to the European Union – which was after all a process that you yourself initiated as Prime Minister of your country, as the accession negotiations took place during your term of office – the fact that 20 years after putting an end to the division of the world into two heavily armed blocs, after overcoming the Stalinist dictatorships of the states which had to suffer 40 years longer under these dictatorships than the western part of Europe did under the fascist dictatorships, the fact that 20 years later it is only natural that Members from Poland, Hungary, the Baltic states, the Czech Republic or Slovakia should be sitting together with Members from France, Portugal, Finland, Germany, Austria or Italy in this Chamber and that we are able to elect as head of this assembly a representative of Solidarność, a democratically elected head of the Polish Government, in a free, secret and fair election – that is in my view an historic moment, which proves that Europe – this great continent in which 27 states have united to become the European Union – actually represents something, and that is that the dream of democracy and freedom can become reality if we do not merely dream, but also actively work to bring it about, as you have done in your life.

Monsieur le Président, je ne partage pas votre point de vue selon lequel ce sont les États-Unis d’Amérique qui ont vaincu le communisme ou qui ont contribué à le renverser en Europe de l’est; ce ne sont pas les États-Unis qui ont réalisé cette prouesse, mais les hommes et les femmes courageux de Pologne; ce sont les Hongrois et les peuples des États baltes qui ont renversé le communisme, et non pas les Américains, et ceci, aujourd’hui plus que jamais, doit être dit en cette Assemblée, dans un souci de gratitude envers les députés de ces pays, qui représentent les nouvelles démocraties.
I do not, Mr President, share your view that it was the United States of America that defeated Communism or helped to overcome it in Eastern Europe; it was not the United States that did that, but the courageous men and women in Poland; it was they, the Hungarians, and the people in the Baltic States, who defeated Communism, not the Americans, and that, more than ever, needs to be said in this House, with gratitude to the Members from those countries, who represent the new democracies.
