1. Lorsqu'une personne handicapée ou une personne à mobilité réduite arrive dans un aéroport pour un voyage aérien, il incombe à l'entité gestionnaire de l'aéroport de s'assurer que l'assistance spécifiée à l'annexe I est fournie, de telle manière que la personne soit en mesure de prendre le vol pour lequel elle possède une réservation, à condition que ses besoins particuliers en vue de cette assistance aient été notifiés au transporteur aérien ou à son agent ou à l'organisateur de voyages concerné au moins quarante-huit heures avant l'heure de départ publiée du vol. Cette notification couvre aussi un vol de retour, si le vol aller et le vol de retour ont été réservés auprès du même transporteur aérien.
1. When a disabled person or person with reduced mobility arrives at an airport for travel by air, the managing body of the airport shall be responsible for ensuring the provision of the assistance specified in Annex I in such a way that the person is able to take the flight for which he or she holds a reservation, provided that the notification of the person's particular needs for such assistance has been made to the air carrier or its agent or the tour operator concerned at least 48 hours before the published time of departure of the flight. This notification shall also cover a return flight, if the outward flight and the return flight have been contracted with the same air carrier.

4. Le transporteur aérien ou l’organisateur de voyages, selon le cas, veille à ce que le contractant du transport aérien concerné soit informé de l’identité du ou des transporteurs aériens effectifs dès qu’elle est connue, en particulier lorsque cette identité a changé.
4. The air carrier or the tour operator, as the case may be, shall ensure that the relevant air carriage contractor is informed of the identity of the operating air carrier or carriers as soon as this is known, in particular in the event of a change of such identity.

Ils sont inscrits notamment dans les règlements (CE) nº 261/2004 établissant des règles communes en matière d’indemnisation et d’assistance des passagers (dans le secteur aérien), (UE) nº 1177/2010 concernant les droits des passagers voyageant par mer ou par voie de navigation intérieure et (UE) nº 181/2011 concernant les droits des passagers dans le transport par autobus et autocar, qui mettent tous en place des mécanismes d’exécution faisant intervenir des organismes nationaux désignés pour assurer l’application des règlements et habilités à traiter tout type d’infraction, qu’elle soit de nature transfrontière ou purement nationale.
In particular, Regulation No 261/2004 establishing common rules on compensation and assistance to air passengers, Regulation No 1177/2010 concerning rights of passengers when travelling by sea and inland waterway and Regulation No 181/2011 on rights of passengers in bus and coach transport set up enforcement mechanisms involving designated national enforcement bodies and covering both, cross-border and domestic infringements.
