The House resumed debate on the motion of Mr. Martin (Minister of Finance), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), — That this House approves in general the budgetary policy of the Government (Ways and Means Proceedings No. 6) And on the amendment of Mr. Loubier (Saint-Hyacinthe–Bagot), seconded by Mr. Gauthier (Roberval), — That the motion be amended by deleting all the words after the word “That” and substituting the following: “this House denounces the reversal of the Government’s position on the Budget which:

Je propose donc: Qu'on modifie la motion en retranchant tous les mots suivants le mot «que» et en les remplaçant par ce qui suit: «La Chambre dénonce la volte-face budgétaire du gouvernement qui règle le problème du déficit sur le dos d'une classe moyenne exsangue par les hausses d'impôts subies au cours des dernières années; renonce à contrôler la montée en spirale des dépenses reliées au déficit en basant son analyse fiscale sur des anticipations de revenus irréalistes; refuse de mettre fin aux échappatoires fiscales pour les mieux nantis et les grandes entreprises; abandonne les plus démunis à leur propre sort en se préparant à sabrer dans les fonds alloués aux programmes sociaux; et continue les politiques dévastatrices des gouvernements précédents en démontrant un manque de vision à long terme flagrant et n'offrant aucun espoir aux sans-emplois». I therefore move: That the motion be amended by deleting all the words after the word ``That'' and substanding the following: ``this House denounce the reversal of the Government's position on the budget which: (a) tackles the problem of the deficit on the back of a middle class already bled white by the tax increases of recent years: (b) gives up trying to control spiralling deficit-related expenditures by basing its fiscal analysis on unrealistic revenue projections; (c) refuses to eliminate tax loopholes for the wealthy and for big business; (d) abandons the poor to their fate by its readiness to slash funding for social programs; and (e) continues the destructive policies of preceding governments by demonstrating a flagrant lack of long-term vision and by giving no hope to the jobless'.
