Le présent règlement porte création d'un Corps volontaire européen d'aide humanitaire (ci-après dénommé «initiative des volontaires de l'aide de l'Union européenne»), en tant que cadre pour des contributions communes des volontaires européens en vue de soutenir et de compléter l'aide humanitaire dans les pays tiers.
This Regulation establishes a European Voluntary Humanitarian Aid Corps (‘the EU Aid Volunteers initiative’) as a framework for joint contributions from European volunteers to support and complement humanitarian aid in third countries.

Comme souligné dans la communication de la Commission du 23 novembre 2010 intitulée «Comment exprimer la solidarité des citoyens européens par le volontariat: premières réflexions sur un Corps volontaire européen d'aide humanitaire», le volontariat humanitaire actuel présente des lacunes que l'initiative des volontaires de l'aide de l'Union européenne peut combler en déployant des volontaires au profil adéquat, au bon moment et au bon endroit.
As highlighted in the Commission Communication of 23 November 2010 entitled ‘How to express EU citizens' solidarity through volunteering: First reflections on a European Voluntary Humanitarian Aid Corps’, there are gaps in the current landscape of humanitarian volunteering which the EU Aid Volunteers initiative can fill with the volunteers with the right profiles deployed at the right time to the right place.
