In addition to the €3.5 billion already programmed for the period 2011-13, the EU is providing around €700 million in new grants for the Southern neighbourhood, in particular through the SPRING programme (Support for Partnership, Reform and Inclusive Growth) which provides additional funding to southern partners showing commitment to, and progress in, democratic reform.

Il est également dans l'intérêt de l'UE de collaborer avec la Chine pour que cet engagement en Europe, notamment dans le voisinage oriental et méridional de l'Union, où la Chine joue un rôle de plus en plus actif, contribue à renforcer la sécurité régionale et une gouvernance fondée sur des règles.
It is also in the EU's interest to work with China to ensure that Chinese involvement in Europe, especially in the EU's Eastern and Southern neighbourhoods, in which China is increasingly active, helps reinforce rules-based governance and regional security.

38. réaffirme qu'en ce qui concerne le partenariat méridional, l'objectif est de rapprocher les deux rives de la Méditerranée pour bâtir un espace de paix, de démocratie, de sécurité et de prospérité pour leurs 800 millions d'habitants, et d'offrir un cadre bilatéral et multilatéral efficace à l'UE et à ses partenaires pour relever les défis démocratiques, sociaux et économiques, promouvoir l'intégration régionale, notamment commerciale, et garantir leur co-développement au bénéfice de tous, d'aider les partenaires à bâtir des États démocratiques, pluralistes et laïques, notamment par le biais de programmes de développement des capacités institutionnelles, et de développer des régimes commerciaux mutuellement bénéfiques et ambitieux pour les échanges de biens et de services, précédés des études d'impact correspondantes, susceptibles de donner lieu à la création de zones de libre-échanges approfondi et complet, qui représenteront sans aucun doute une première étape sur la voie d'un vaste «espace économique euro-méditerranéen», ce qui pourrait aider également à atténuer les problèmes économiques des partenaires du voisinage méridional et faciliter l'intégration Sud-Sud; demande à la Commission et au Conseil de faciliter la mise en œuvre des six paquets de mesures présentés dans le document de la Commission sur le suivi des initiatives en matière de commerce et d'investissement en faveur des partenaires du Sud de la Méditerranée, du 30 mars 2011;

Reaffirms that, for the Southern partnership, the aim is to bring the two shores of the Mediterranean closer together with a view to establishing an area of peace, democracy, security and prosperity for their 800 million inhabitants, and to provide the EU and its partners with an effective bilateral and multilateral framework enabling them to overcome democratic, social and economic challenges, to promote regional integration, in particular in relation to trade, and to ensure their co-development for the benefit of all, and to assist the partners in building democratic, pluralistic and secular states, namely through institutional capacity building programmes, as well as to develop mutually beneficial balanced and ambitious arrangements for trade in goods and services, preceded by the relevant impact assessments, that can lead to DCFTAs, which will surely represent the first step towards a big ‘Euro-Mediterranean Economic Space’, which could also help to alleviate the economic problems of our neighbouring partners in the South and facilitate South-South integration; calls on the Commission and the Council to facilitate the implementation of the six packages of measures outlined in the Commission document of 30 March 2011 concerning the monitoring of trade and investment initiatives for the benefit of partners on the Southern shore of the Mediterranean;
