58. relève le très faible nombre d'étudiants des pays du voisinage méridional ayant bénéficié des programmes Tempus et Erasmus Mundus en dépit des financements supplémentaires alloués à ces programmes en 2012; réitère son appel à la Commission européenne en faveur de la création d'un programme Leonardo da Vinci euro-méditerranéen destiné à favoriser la mobilité des jeunes apprentis souhaitant acquérir une formation professionnelle à l'étranger, et ce en vue de contribuer à la lutte contre le chômage des jeunes, phénomène endémique au sud de la Méditerranée;
58. Notes that the number of students from the Southern Neighbourhood countries taking part in the Tempus and Erasmus Mundus programmes is very low, despite the additional funding allocated to those programmes in 2012; reiterates its call on the Commission to set up a Euro-Mediterranean Leonardo da Vinci programme with the aim of fostering mobility for young apprentices who want to acquire professional training abroad, thus contributing to the fight against youth unemployment, which is endemic in the Southern Mediterranean;

11. Le Conseil souligne qu'il importe d'offrir des solutions de protection durables aux personnes ayant besoin d'une protection internationale qui sont présentes dans les pays de notre voisinage méridional et, à cet égard, il engage la Commission et les instances préparatoires du Conseil à examiner la possibilité d'aider ces pays du voisinage méridional à renforcer leurs capacités dans le domaine de la protection internationale, y compris en mettant en œuvre des programmes de protection régionaux existants et en évaluant la nécessité de mettre en place des programmes supplémentaires dans la région.
11. The Council stresses the importance of offering durable protection solutions to those in need of international protection present in the countries of the Southern Neighbourhood, and, in this respect, calls on the Commission and the Council’s preparatory bodies to examine the possibility of assisting those countries in capacity building in the area of international protection, including by activating existing regional protection programmes, and assessing the need for additional programmes in the region.
