Compte tenu des liens historiques étroits et des relations toujours plus proches entre l'Union européenne et l'Ukraine, ainsi que de la situation politique actuelle au sein du voisinage européen, votre rapporteur ne peut qu'encourager l'aspiration à renforcer et élargir les relations par un accord d'association ambitieux et novateur, et recommande donc aux membres de la commission des libertés civiles, de la justice et des affaires intérieures du Parlement d'apporter leur soutien à ce rapport, et au Parlement de l'approuver.
Taking account of the close historical relationship and progressively closer links between the European Union and Ukraine and the current political situation within the European neighbourhood, the rapporteur supports the desire to strengthen and widen relations in an ambitious and innovative way with this Association Agreement and therefore recommends that the members of Parliament’s Committee on Civil Liberties, Justice and Home Affairs support this report and that the European Parliament give its consent.

Last but not least, your Rapporteur would like to point out the importance of providing priority access to the funding available under this instrument to candidate, potential candidate and ENI beneficiaries, especially in view of the fact that 1 candidate, 1 potential candidate and 9 neighbourhood countries have or are planning the construction of research and production nuclear reactors.

Il m’est impossible de soutenir ce rapport, car contrairement aux intentions des rapporteurs à mon avis, cette méthode d’exercice du droit de votre et d’éligibilité aux élections du Parlement européen ne favorisera pas les relations de bon voisinage entre les pays, en particulier s’ils ont des frontières communes.
