4. In the event that the notification referred to in paragraph 3 is not given within the time period referred to therein, and if the person to whom the first-mentioned adjustment relates has not received, at least six months prior to the expiration of such time period, notification of such adjustment from the Contracting State which has made or is to make such adjustment that State shall, notwithstanding the provisions of paragraph 1, not make the first-mentioned adjustment to the extent that such adjustment would give rise to double taxation.

3. Without prejudice to the generality of the requirements under paragraph 1, the persons referred to in that paragraph shall be prohibited from disclosing confidential information received during the course of their professional activities or from a competent authority or resolution authority in connection with its functions under this Directive, to any person or authority unless it is in the exercise of their functions under this Directive or in summary or collective form such that individual institutions or entities referred to in point (b), (c) or (d) of Article 1(1) cannot be identified or with the express and prior consent of the authority or the institution or the entity referred to in point (b), (c) or (d) of Article 1(1) which provided the information.

4. Les autorités nationales compétentes désignées par les États membres dans lesquels sont établies les personnes visées au paragraphe 1 sont chargées d'autoriser ces personnes à exercer les activités visées audit paragraphe ainsi que de contrôler et d'imposer le respect des règles de conduite énoncées aux paragraphes 2 et 3, y compris le traitement des plaintes pour manquement à ces règles.
4. The competent national authorities designated by the Member States where the persons referred to in paragraph 1 are established shall be responsible for authorising such persons to carry out the activities referred to in that paragraph and for monitoring and enforcing compliance with the conduct rules provided for in paragraphs 2 and 3 including the handling of any complaints made for non-compliance with such conduct rules.

2. An amount equal to the reduction referred to in paragraph 1 shall be paid for the quantity of wine delivered for distillation as referred to in that paragraph to producers who apply to the competent authority before 1 August, either directly or through a distiller, and who have neither increased the alcoholic strength of their table wine production by adding sucrose nor applied for aid under Article 34 of Regulation (EC) No 1493/1999 for their production during the wine year concerned.

4. Les États membres notifient à la Commission au plus tard le 15 janvier de la campagne en cours le volume global des contrats ou déclarations qui ont été présentés au titre de l'article 65, paragraphe 1, pour la distillation visée au paragraphe 1 du présent article durant la période visée audit paragraphe.
4. Member States shall notify the Commission by 15 January of the current year of the total volume covered by contracts or declarations submitted under Article 65(1) for the distillation referred to in paragraph 1 during the period referred to therein.
