States that as much light as possible must be shed on this issue and that, if these allegations are confirmed, they constitute a serious breach of Article 6 of the EU Treaty and that Article 7 of the EU Treaty should be applied in consequence; should these allegations be confirmed in the case of a candidate country, the safeguard clause in its accession treaty would be applied; welcomes, in this context, the examination announced by the Polish government of the subject of possible CIA secret prisons in the country, and asks for a substantial effort to be made;

Ainsi, il n'y a pas de corrélation automatique entre une violation substantielle d'une résolution et une menace à la paix et à la sécurité internationales, et bien sûr c'est pourquoi la résolution 1441 stipule que le Conseil de sécurité devra être saisi de toute violation éventuelle pour pouvoir en évaluer la gravité et décider s'il s'agit oui ou non d'une menace à la paix et à la sécurité internationales.
Thus there is no automatic correlation between a material breach of a resolution and a threat to international peace and security, and of course that's why Resolution 1441 calls for any breach to be brought back before the Security Council, so the Security Council can assess its seriousness and whether or not it constitutes a threat to international peace and security.
