Is concerned about the continual growth in the number of decentralised agencies (at present 23, as against 5 in 1995), as there is a consequent risk of the Commission's executive role being dismantled and fragmented into a plethora of bodies that work largely in an intergovernmental manner, and therefore wishes, at least during the period of reflection in the ratification process for the Treaty establishing a Constitution for Europe, to see no further such agencies set up;
