Because the cost of labour is relatively small in comparison with the other operating costs, the Agreement seems unlikely to have any future impact on the operation of routes.

S'il n'y a pas de progrès dramatique dans la capacité de VIA Rail de continuer à fournir des services à l'intérieur des budgets prévus par le gouvernement du Canada, il y aura certainement des changements majeurs.
