8. Notes the conclusions of the first review of the Compact in October 2014, reporting good progress achieved by the Bangladeshi authorities, and recognises the contribution of the Compact in improving health and safety in factories and working conditions in the RMG industry; urges, however, the Government of Bangladesh to enhance its level of engagement to actively implement all commitments in the Compact as a matter of highest priority; trusts that substantial progress in all labour and safety issues – in particular in respect of labour rights, labour inspections, decent wages, structural integrity of buildings and occupational safety and health and responsible business conduct – can be reached by the second review of the Compact due to take place in autumn 2015;

16. invite les États membres à envisager la conclusion d'un «pacte d'investissement social» fixant des objectifs en matière d'investissement et créant un mécanisme de contrôle renforcé afin d'intensifier les efforts en vue d'atteindre les objectifs en matière sociale, d'emploi et d'éducation de la stratégie Europe 2020; signale que ce «pacte d'investissement social» contiendrait, comme le «pacte pour l'euro plus» par exemple, une liste de mesures spécifiques sous forme d'investissements sociaux à prendre par les États membres selon un calendrier donné en vue d'atteindre les objectifs en matière sociale, d'emploi et d'éducation conformément à l'examen annuel de la croissance et aux programmes nationaux de réforme; estime que cela devrait être soumis au cadre de surveillance régulière, avec un rôle fort de la Commission et du Parlement européen et la participation de toutes les formations concernées du Conseil;
16. Calls on Member States to consider signing to a ‘Social Investment Pact’, which sets investment targets and creates a reinforced control mechanism for improving efforts to meet the employment, social and education targets of the Europe 2020 strategy; this ’Social Investment Pact’, like e.g. the ‘Euro Plus Pact’, would contain a list of specific measures in form of social investments to be taken by Member States in a given timeframe in order to meet the employment, social and education targets in line with the Annual Growth Survey and National Reform Programmes; this should be subject to a regular surveillance framework with a strong role for the European Commission and the European Parliament and the involvement of all relevant formations of the Council;

Points out that the lack of success of several Member States in fulfilling the obligations of the Stability and Growth Pact led to its modification; expresses doubts about the way in which the Stability and Growth Pact is being modified, as the Commission's role, which has proven to be too weak in the past, has not been strengthened; welcomes the efforts to improve the preventive arm of the Pact and the increased attention given to the overall debt level; is concerned about the lack of clarity of the new rules of the coercive arm of the Pact, which lacks the transparency of the old rules; expects the Member States to adapt their budgetary procedures to the new Pact in a credible way; warns of the danger of lax handling of the Pact, which might undermine the credibility of the euro as well as the long-term sustainability of public finances and might lead to higher inflation rates, possibly forcing the ECB to increase interest rates in the medium and long term; reserves its final position on this matter until the Commission presents its draft legislative proposals;

En conclusion, le pacte ne peut plus se contenter d’être un simple pacte de stabilité, doublé malheureusement d’un pacte de stagnation économique. Il doit devenir un pacte de compétitivité, de réformes structurelles et, avant toute chose, un pacte devant garantir l’avenir de nos enfants.
In conclusion, the Pact can no longer content itself with being merely a pact for stability, and unfortunately also a pact for economic stagnation, but must become a pact for competitiveness, for structural reform and, above all, a pact to guarantee a future for our children.

Le fait est que nous avons un pacte qui est non seulement un pacte de stabilité mais aussi un pacte de croissance, et qu'il faut respecter le pacte de stabilité et de croissance pour ne pas connaître la même situation que le président Bush père, qui a déclaré à Clinton, contre lequel il avait perdu les élections : "C'est l'économie, imbécile".
The point is that we have a Pact which is not just a Stability and Growth Pact but also a Growth Pact and we have to fulfil the Stability and Growth Pact in order not to end up in the same situation as President Bush Senior, when he lost to Clinton, when he said to him: it is the economy, stupid.

Suite à ces constats et en raison du débat autour du pacte de stabilité et de croissance, la Commission adopte en septembre 2004 une communication sur le renforcement de la gouvernance économique et sur la clarification de la mise en œuvre du pacte de stabilité et de croissance.
