IN-CONTEXT TRANSLATIONS

La Commissions invitera les organismes européens de normalisation, par un mandat de normalisation, à définir l'état actuel des travaux de normalisation au niveau européen et international qui sont fait en appui des systèmes de sécurité automobiles intelligents, à déterminer les besoins supplémentaires et les priorités en matière de normalisation, et à élaborer ensuite un programme commun de travaux de normalisation, en tenant compte de la nécessité de maintenir la cohérence avec d'autres activités comme les travaux de normalisation en appui de l'initiative eEurope et la normalisation en appui des technologies visées dans la proposition de directive sur l'interopérabilité des systèmes de péage électronique sur les routes européennes.
The Commission will invite the European Standardisation Organisations, through a standardisation mandate, to identify the actual status of standardisation work at European and international level in support of Intelligent Vehicle Safety Systems, to identify specific additional needs and priorities for standardisation and subsequently to prepare for a common standardisation work programme, taking into account the need to maintain coherence with activities such as standardisation in support of eEurope and standardisation in support of the technologies proposed Directive on interoperability for Electronic Fee Collection on European roads.

Par conséquent, il convient, pour les besoins du marché intérieur et pour l'efficacité de la normalisation au sein de l'Union, de maintenir l'échange régulier d'informations sur les activités de normalisation en cours et prévues qui existe actuellement entre les organismes nationaux de normalisation, les organisations européennes de normalisation et la Commission, ainsi que le statu quo applicable aux organismes nationaux de normalisation dans le cadre des organisations européennes de normalisation, qui prévoit le retrait des normes nationales après la publication d'une nouvelle norme européenne.
Therefore, it is necessary for the internal market and for the effectiveness of standardisation within the Union to confirm the existing regular exchange of information between the national standardisation bodies, the European standardisation organisations and the Commission, about their current and future standardisation activities as well as the standstill principle applicable to the national standardisation bodies within the framework of the European standardisation organisations which provides for the withdrawal of national standards after the publication of a new European standard.

Since the objectives of this Regulation, namely to ensure the effectiveness and efficiency of standards and standardisation as policy tools for the Union through cooperation between European standardisation organisations, national standardisation bodies, Member States and the Commission, the establishment of European standards and European standardisation deliverables for products and for services in support of Union legislation and policies, the identification of ICT technical specifications eligible for referencing, the financing of European standardisation and stakeholder participation in European standardisation cannot be sufficiently achieved by the Member States and can, therefore, by reason of their effect, be better achieved at the Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 TEU.

Le présent règlement définit des règles régissant la coopération entre les organisations européennes de normalisation, les organismes nationaux de normalisation, les États membres et la Commission, l'établissement de normes européennes et de publications en matière de normalisation européenne touchant aux produits et services utilisées à l'appui de la législation et des politiques de l'Union, l'identification de spécifications techniques des TIC pouvant servir de référence, le financement de la normalisation européenne et la participation des parties prenantes à la normalisation européenne.
This Regulation establishes rules with regard to the cooperation between European standardisation organisations, national standardisation bodies, Member States and the Commission, the establishment of European standards and European standardisation deliverables for products and for services in support of Union legislation and policies, the identification of ICT technical specifications eligible for referencing, the financing of European standardisation and stakeholder participation in European standardisation.

Par conséquent, il convient, pour les besoins du marché intérieur de l'Union et pour l'efficacité de la normalisation au sein de l'Union, de maintenir l'échange régulier d'informations sur les travaux de normalisation en cours et prévus qui existe actuellement entre les entités nationales de normalisation, les organisations européennes de normalisation et la Commission, de même que sur les dispositions relatives au principe de "standstill" quant à leur application aux entités européennes de normalisation dans le cadre du système européen de normalisation.
Therefore, it is necessary for the EU internal market and for the effectiveness of standardisation within the Union to confirm the existing regular exchange of information between the national standardisation entities, the European standardisation organisations and the Commission, about current and future standardisation work, and also about regulations on the standstill principle concerning their application to national standardisation entities under European standardisation organisations.

Therefore, it is necessary for the internal market and for the effectiveness of standardisation within the Union to confirm the existing regular exchange of information between the National Standardisation Organisations , the European Standardisation Organisations and the Commission, about current and future standardisation work, including the provisions concerning the standstill arrangements applicable to the National standardisation organisations within the framework of the European Standardisation Organisations.

56. est convaincu que les programmes-cadres européens en faveur de la recherche, de la compétitivité et de l'innovation peuvent contribuer de façon notable au processus de normalisation en consacrant un chapitre à ce sujet; estime qu'une telle mesure œuvrerait en faveur d'une meilleure compréhension des avantages de la normalisation et contribuerait à promouvoir une approche systématique en amont entre recherche, innovation et normalisation; invite la Commission à inclure la «pertinence pour la normalisation» dans les critères d'évaluation des projets de RD financés par l'Union européenne, à promouvoir les projets liés à la normalisation et à mener des actions de sensibilisation sur ces projets par des moyens innovateurs;
56. Believes that the European framework programmes for research, competitiveness and innovation can provide an important contribution to the standard-setting process by devoting a chapter to standardisation; considers that such a measure would increase understanding of the benefits of standards and help to promote a systematic approach further upstream between research, innovation and standardisation; calls on the Commission to include ‘relevance to standardisation’ amongst the evaluation criteria of EU-funded RD projects, to promote projects related to standardisation, and raise awareness about those projects via innovative means;

19. Notes the importance of the Directive 98/34/EC Committee as a forum between the Commission and the Member States in the discussion of issues related to technical regulations and standardisation; considers that European Parliament representatives should be invited to the meetings of this Committee (or its successor body), which, while maintaining the observership of European and national standardisation bodies, should also, where appropriate, be open to the observership of European-level stakeholder organisations, especially during the discussion of standardisation mandates;

4. salue le rapport du groupe d'experts chargé de la révision du système européen de normalisation (EXPRESS); invite les organismes de normalisation européens et nationaux, les États membres et la Commission à mettre en œuvre ses recommandations stratégiques pour réaliser un système européen de normalisation capable de répondre aux besoins sociaux et économiques et de conserver son rôle prépondérant dans le système mondial de normalisation;
4. Commends the report of the Expert Panel for the Review of the European Standardisation System (EXPRESS); calls on European and national standardisation organisations, the Member States and the Commission to implement its strategic recommendations in order to deliver a European standardisation system capable of responding to societal and economic needs and maintaining its leading role in the global standardisation system;

Il subsiste néanmoins des possibilités d'améliorations qui affectent toutes les parties prenantes à la normalisation européenne, en commençant par la Commission européenne elle-même, les organismes européens de normalisation (OEN), les organismes nationaux de normalisation, les autorités nationales, les entreprises et jusqu'aux organisations non gouvernementales qui s'intéressent à la normalisation.
Nevertheless, there is room for improvement which affects all stakeholders in European standardisation, starting from the European Commission itself, the European Standards Organisations (ESOs), the National Standards Bodies, the national authorities, business, and extending to the non-governmental organisations having an interest in standardisation.
