Les discussions que nous avons eues aujourd’hui témoignent du dilemme auquel nous sommes généralement confrontés, à savoir, d’une part, notre souci de nous montrer efficaces et, d’autre part, notre volonté de garantir un contrôle démocratique à l’égard de la législation que nous adoptons. Et c’est cette question - le souci d’efficacité, d’une part, et le contrôle démocratique, d’autre part - qui sera examinée de façon approfondie à l’occasion de la Convention à venir.
Our debate today shows the general dilemma we face between, on the one hand, wishing to be effective and, on the other hand, wishing to secure democratic control by means of the legislation we adopt, and it is this issue of, on the one hand, effectiveness, and, on the other hand, democratic control which is to be discussed in detail during the forthcoming Convention.
