Pour augmenter la productivité de la recherche européenne tout en aidant à structurer la collaboration à l'échelle du continent, il s'agirait de stimuler dans ce contexte l'utilisation des réseaux électroniques dans les différents domaines de recherche, dans le cadre des programmes européens de recherche comme au niveau national : développement de bases de données et de l'accès aux services Internet avancés; stimulation de la production de contenus multimédias et des utilisations interactives; soutien aux nouveaux modes de collaboration électronique des chercheurs, préfigurant l'émergence de véritables "Instituts de recherche virtuels".
To increase the productivity of European research while helping to structure collaboration on a continental scale action will have to be taken in this context to encourage the use of electronic networks in the various fields of research in European as well as national research programmes: development of databases and access to advanced Internet services; promotion of the production of multimedia content and interactive uses; support for new forms of electronic collaboration of researchers ahead of the emergence of real "virtual research institutes".

La directive 2004/109/CE impose aux autorités compétentes des États membres de fixer des orientations appropriées aux fins de faciliter encore l'accès du public aux informations à publier en vertu des directives 2003/6/CE du Parlement européen et du Conseil du 28 janvier 2003 sur les opérations d'initiés et les manipulations de marché (abus de marché) , 2003/71/CE du Parlement européen et du Conseil du 4 novembre 2003 concernant le prospectus à publier en cas d'offre au public de valeurs mobilières ou en vue de l'admission de valeurs mobilières à la négociation, et modifiant la directive 2001/34/CE et 2004/109/CE du Parlement européen et du Conseil et de créer un réseau électronique unique (ci-après dénommé le «réseau électronique») ou une plate-forme de réseaux électroniques entre les États membres, reliant les différents mécanismes désignés au niveau national pour le stockage desdites informations (ci-après dénommés les «mécanismes de stockage»).
Directive 2004/109/EC obliges the competent authorities of the Member States to draw up guidelines with a view to further facilitate public access to information to be disclosed under Directive 2003/6/EC of the European Parliament and of the Council of 28 January 2003 on insider dealing and market manipulation (market abuse) , Directive 2003/71/EC of the European Parliament and of the Council of 4 November 2003 on the prospectus to be published when securities are offered tot he public or admitted to trading and amending directive 2001/34/EC and Directive 2004/109/EC of the European Parliament and of the Council and to create a single electronic network (hereinafter ‘the electronic network’) or a platform of electronic networks across Member States linking the different mechanisms appointed at national level for the storage of such information (hereinafter ‘the storage mechanisms’).
