Dans ce sens, l'apport de programmes d'initiative communautaire, comme Urban, a été déterminant, tant il est vrai qu'à côté d'interventions axées sur la "ville physique", il a permis de mettre en œuvre des mesures visant à l'intégration sociale: une nouvelle manière de penser la rénovation urbaine, en termes d'instruments et d'objectifs, une vision intégrée allant au-delà de la simple addition de mesures sociales, économiques, environnementales et infrastructurelles, notamment au travers de l'implication de partenaires locaux.
In this way, the contribution of European initiative programmes — such as Urban — was incisive because alongside interventions in the physical city, it enabled the implementation of measures for social integration: a new way to design urban regeneration — in terms of instruments and objectives — an integrated vision for overcoming the sum of social, economic, environmental and infrastructural measures, including by involving local partnerships.

Pour ce qui concerne les initiatives communautaires, il est à noter qu'une quatrième initiative dénommée URBAN (rénovation économique et sociale des villes et des quartiers urbains en crise) est venue s'ajouter aux trois retenues initialement, à savoir INTERREG (coopération transfrontalière, transnationale et interrégionale), EQUAL (coopération transnationale visant à lutter contre les discriminations et inégalités de toute nature en relation avec le marché du travail) et LEADER (développement rural).
With regard to the Community initiatives, it should be noted that to the three initially retained initiatives, namely INTERREG (cross-border, transnational and inter-regional cooperation), EQUAL (transnational cooperation to combat all forms of discrimination and inequalities in the labour market) and LEADER (rural development), a fourth was added called URBAN (economic and social regeneration of cities and urban neighbourhoods).

(38) considérant qu'il est nécessaire de consacrer les initiatives communautaires à la promotion de la coopération transfrontalière, transnationale et interrégionale (Interreg), à la rénovation économique et sociale des villes et des banlieues en crise (URBAN), toutes deux à financer par le FEDER, au développement rural (Leader), à financer par le FEOGA, section "orientation", et au développement des ressources humaines dans un contexte d'égalité des chances (EQUAL), à financer par le FSE; que la promotion de la coopération transfrontalière - notamment dans la perspective de l'élargissement - de la coopération transnationale et interrégionale revêt à cet égard une importance particulière; qu'il convient de prêter l'attention voulue à la coopération avec les régions ultrapériphériques; qu'il convient d'améliorer la coordination de la coopération transfrontalière, transnationale et interrégionale avec les actions menées au titre du règlement (CEE) n° 3906/89(8), du règlement (Euratom, CE) n° 1279/96(9) et du règlement (CE) n° 1488/96(10), notamment en vue de l'élargissement de l'Union européenne et compte tenu du partenariat euro-méditerranéen; que l'insertion sociale et professionnelle des demandeurs d'asile doit être dûment prise en compte dans le cadre de l'initiative EQUAL;
(38) Whereas these Community initiatives should concentrate on promoting cross-border, transnational and inter-regional cooperation (Interreg), economic and social regeneration of cities and urban neighbourhoods in crisis (URBAN), both to be financed by the ERDF, rural development (Leader), to be financed by the EAGGF Guidance Section, and the development of human resources in the context of equal opportunities (EQUAL), to be financed by the ESF; whereas the promotion of cross-border cooperation - in particular in the perspective of enlargement, transnational and inter-regional cooperation - takes on particular significance in this context; whereas due attention should be given to cooperation with the outermost regions; whereas it is necessary to reinforce the coordination of cross-border, transnational and inter-regional cooperation with the measures enacted in the context of Council Regulation (EEC) No 3906/89(8), Council Regulation (Euratom, EC) No 1279/96(9) and Council Regulation (EC) No 1488/96(10), especially in view of the enlargement of the European Union and taking account of the Europe-Mediterranean partnership; whereas due account should be taken of the social and vocational integration of asylum seekers in the framework of EQUAL;

De même que les programmes"URBAN" dans d'autres Etats membres, le programme "URBAN" - régions de Grèce" a pour but de contribuer à trouver des solutions aux graves problèmes sociaux dus à la crise dans les zones urbaines défavorisées en prévoyant une aide aux programmes de relance économique et sociale, de rénovation des infrastructures et d'amélioration des équipements et de l'environnement.
URBAN - Regions of Greece", in common with URBAN programmes in other member states, is intended to help find solutions to the serious social problems caused by the crisis in depressed urban areas by supporting schemes for economic and social revitalization, renovating infrastructures and improving facilities and the environment.
