The proposed legislation defines the park boundaries and outlines the zone categories within the marine park; provides mechanisms and guidelines for expanding or reducing the area of the marine park; gives the minister the appropriate authorities to manage the park and conclude agreements with other ministers; provides for the development of a management plan and for opportunities for public consultations; gives the power to issue permits for the control of activities; grants the necessary powers to park wardens, peace officers and enforcement officers; provides for the creation of a harmonization committee to provide managers of the federal and provincial governments with a forum for harmonizing their administrative and operational activities; provides for the creation of a coordinating committee to give members of the community a forum for expressing their opinions and advising the federal and provincial ministers responsible for the marine park; provides the Governor-in-Council the legislative authority to make regulations on, among other things, the protection, control and management of the marine park.

21 octobre 1990 - La Commission adopte son avis sur l'Union politique : une Communauté unique; assurer l'unité et la cohérence de l'action de la Communauté sur la scène internationale; le renforcement de la légitimité démocratique (les relations entre institutions et la citoyenneté européenne; l'amélioration de l'efficacité des institutions. 27-28 octobre 1990 - M. Guido Carli, ministre du trésor italien, fait rapport au Conseil européen sur l'UEM à partir des travaux des ministres des finances le 23 juillet et le 8 septembre. Le Conseil européen fait de ces travaux la base de la conférence intergouvernementale, définit l'Union économique et monétaire, affirme l'objectif final des taux de change irrévocablement fixes donc d'une monnaie unique - un Ecu fort et stable. Le Conseil européen précise que la deuxième phase commencera le 1er janvier 1994, qu'une nouvelle institution sera alors créée pour renforcer la coordination de la politique monétaire, mettre en place les instruments d'une politique monétaire unique et superviser le développement de l'Ecu, que le passage à cette phase rendra nécessaire des progrès de la convergence des économies. Le Royaume-Uni n'est pas en mesure d'accepter ce qui est un véritable mandat pour la conférence intergouvernementale. Sur l'Union politique, le Conseil européen souligne sa volonté de développer la dimension politique de la Communauté en étendant sa compétence, en développant le rôle législatif du Parlement européen, en définissant une citoyenneté européenne (proposition espagnole du mois de juillet).
21 October 1990 - The Commission adopts its opinion on political union: a single Community; ensuring unity and coherence in the Community's international action; strengthening democratic legitimacy (relations between the institutions and the people of Europe); improving the effectiveness of the institutions. 27n28 October 1990 - Mr Guido Carli, Italian Minister for the Treasury, reports to the European Council on EMU on the basis of the Finance Ministers' deliberations on 23 July and 8 September. The European Council takes note of this as the basis for the intergovernmental conference, defines economic and monetary union, affirms that the final objective is irrevocably fixed exchange rates, i.e. a single currency - a strong and stable ecu. The European Council determines that the second stage is to start on 1 January 1994, when a new institution will be set up to strengthen the coordination of monetary policies, develop the instruments needed for a single monetary policy and oversee the development of the ecu. The move to this stage will require progress in convergence of economies. The United Kingdom is unable to accept this approach to the intergovernmental conference. With respect to political union, the European Council confirms its will to develop the political dimension of the Community by extending its powers, developing Parliament's role in the legislative sphere and defining European citizenship (Spanish proposal made in July).
