The EU places a high value on its active participation and contribution to the discussions on social cohesion and, in particular, the next EU-LAC Forum on Social Cohesion.

La présente communication fait le point sur le partenariat stratégique avec l’Amérique latine et sur les résultats de la stratégie que la Commission a adoptée pour cette région du monde, et qu’elle a exposée dans sa communication de 2005 intitulée « Un partenariat renforcé entre l'Union européenne et l'Amérique latine »[2].
The Communication assesses the state of play of the Strategic Partnership with regard to Latin America and the results of the Commission’s strategy for Latin America, as outlined in its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’[2].

Dans la communication intitulée « Un partenariat renforcé entre l ’ Union européenne et l ’ Amérique latine » publiée en 2005, la Commission a cherché à consolider le dialogue politique et stratégique birégional dans plusieurs domaines clés. Ses principaux objectifs – qui demeurent les priorités politiques stratégiques actuelles de l’UE - sont les suivants: encourager l’intégration régionale et les négociations d’accords d’association avec les sous-régions d’Amérique latine, axer la coopération au développement sur la réduction de la pauvreté et des inégalités sociales et améliorer les niveaux d’instruction.
In its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’, the Commission sought to strengthen the bi-regional political and policy dialogue in a number of important areas. Its main objectives — which remain the EU’s current strategic policy priorities — are to: promote regional integration and negotiations to establish Association Agreements with sub-regions in Latin America; steer development cooperation towards the reduction of poverty and social inequality and improve educational levels.

En Amérique latine, sur la base de la déclaration politique du sommet tenu à Madrid en mai 2002 entre l'Union européenne et les pays d'Amérique latine et des Caraïbes, dans laquelle les pays de ces deux régions s'engagent à effectuer une analyse intégrée des différents problèmes liés à la migration entre leurs deux régions, la Commission a commencé à réfléchir aux moyens d'instaurer un dialogue consacré aux flux migratoires entre ces deux régions.
In Latin America, on the basis of the political declaration of the EU-Latin America and the Caribbean Summit held in Madrid in May 2002, in which the States of the two regions commit themselves "To carry out an integrated analysis of the different issues of migration between our regions..". , the Commission has started to explore ways to develop a dialogue on migration between the two regions.

Points out that although aid can act as a leverage for Latin American countries, it is not enough to guarantee sustainable and lasting development; therefore calls on Latin American countries to strengthen and mobilise their domestic resources, set up transparent taxation systems and a form of fiscal governance that is exempt from corruption and fraud, involve the private sector, local governments and civil society effectively in the EU-Latin America agenda particularly through cooperation, technical assistance and the establishment of legal and fiscal training near local administrations, and boost their ownership of projects;

– having regard to the resolutions of the Euro-Latin American Parliamentary Assembly (EuroLat), and in particular the resolution of 20 December 2007 on EU-Latin America relations with a view to the Fifth Lima Summit and with special reference to democratic governance, the resolution of 8 April 2009 on the Euro-Latin American Charter for Peace and Security and the motion for a resolution of 15 October 2009 on the European Union–Latin America Partnership with a view to the Sixth Summit in Madrid in May 2010,

The EU-Latin America interparliamentary conferences held hitherto - the protagonists of which have been the European Parliament and the Latin American Parliament (PARLATINO) since the very first conference in Bogotá in July 1974 - have played a considerable role in building relations between the EU and Latin America.
