whereas the European countries and the EU itself are major contributors to the UN system, notably in providing financial support for UN programmes and projects; whereas France, Germany and the UK are the largest European contributors to the budget for UN PKOs; whereas the EU Member States are collectively the largest contributor to the UN’s peacekeeping budget, with about 37 %, and are currently contributing troops to nine peacekeeping missions; whereas, in addition, in 2014 and 2015 EU financial commitments to the AU totalled EUR 717,9 million and AU contributions amounted to just EUR 25 million; whereas European countries contribute only about 5 % of UN Peacekeeping personnel, with 5 000 troops out of a total of some 92 000; whereas, however, France, for example, trains 25 000 African soldiers each year and separately deploys over 4 000 personnel in African PKOs.

‘The provisions of the Agreement that fall within the scope of Title V of Part Three of the Treaty on the Functioning of the European Union bind the United Kingdom and Ireland as separate Contracting Parties, and not as part of the European Union, unless the European Union together with the United Kingdom and/or Ireland have notified the Central American Party that the United Kingdom and/or Ireland are bound as part of the European Union in accordance with the Protocol (No 21) on the position of the United Kingdom and Ireland in respect of the Area of Freedom, Security and Justice, annexed to the Treaty on European Union and to the Treaty on the Functioning of the European Union.

RECALLING in this regard that the provisions of the Agreement that fall within the scope of Part III, Title V of the Treaty on the Functioning of the European Union bind the United Kingdom and Ireland as separate Contracting Parties, and not as part of the European Union, until the European Union (as the case may be) notifies the Republic of Korea that either State has become bound on these matters as part of the European Union in accordance with the Protocol on the position of the United Kingdom and Ireland annexed to the Treaty on European Union and the Treaty on the Functioning of the European Union, and that the same applies to Denmark, in accordance with the relevant Protocol annexed to those Treaties;

Le président du Conseil est autorisé à désigner la personne habilitée à échanger, au nom de l’Union européenne, les instruments d’approbation prévus à l’article 22 de l’accord d’extradition entre l’Union européenne et les États-Unis d’Amérique et à l’article 18 de l’accord d’entraide judiciaire entre l’Union européenne et les États-Unis d’Amérique, à l’effet d’exprimer le consentement de l’Union européenne à être liée.
The President of the Council is hereby authorised to designate the person empowered, on behalf of the European Union, to exchange the instruments of approval provided for in Article 22 of the Agreement on extradition between the European Union and the United States of America and in Article 18 of the Agreement on mutual legal assistance between the European Union and the United States of America, in order to express the consent of the European Union to be bound.

En novembre 2009, la présidence du Conseil de l'Union européenne et le gouvernement des États-Unis ont signé un accord intermédiaire relatif au traitement et au transfert de l'UE vers les États-Unis de données de messagerie financière aux fins du TFTP, accord que le Parlement européen n'a pas approuvé[71]. In November 2009, the Presidency of the Council of the European Union and the United States Government signed an interim agreement concerning the processing and transfer of financial messaging data from the EU to the US for TFTP purposes, which the European Parliament did not endorse.[71] On the basis of a new mandate, the European Commission negotiated a new draft agreement with the US, presenting to the Council on 18 June 2010 a proposal for a Council Decision on the conclusion of the Agreement between the European Union and the United States of America on the processing and transfer of Financial Messaging Data from the European Union to the United States for the purposes of the Terrorist Finance Tracking Program (EU-US TFTP Agreement).[72] The European Parliament gave its consent to the conclusion of this agreement on 8 July 2010.[73] The Council is now expected to adopt a Council Decision concluding this agreement, following which the agreement would enter into force via an exchange of letters between the two parties.
