IN-CONTEXT TRANSLATIONS

2. Aux fins du présent règlement, la notion de «fournisseur de services» dans le contexte à la fois du concept d’«industrie de l’Union» et du concept d’«entreprise de l’Union» ne porte pas préjudice à la nature non commerciale que la fourniture d’un service particulier peut avoir conformément à la législation ou à la réglementation d’un État membre.
2. For the purposes of this Regulation, the notion of ‘providers of services’ in the context of both the term ‘Union industry’ and the term ‘Union enterprise’ is without prejudice to the non-commercial nature which the provision of any particular service may have according to the legislation or regulation of a Member State.

Conformément à l'article 193 du traité sur le fonctionnement de l'Union européenne, la fixation d'une limite au niveau de l'Union ne porte pas préjudice à la possibilité pour les États membres de prévoir des limites inférieures pour les quantités de biocarburants et de bioliquides produites à partir de céréales et d'autres plantes riches en amidon, sucrières et oléagineuses et à partir de cultures cultivées en tant que cultures principales essentiellement à des fins de production d'énergie sur des terres agricoles qui peuvent être comptabilisées au niveau national aux fins de la réalisation des objectifs énoncés dans la directive 2009/28/CE.
In accordance with Article 193 of the Treaty on the Functioning of the European Union (TFEU), the establishment of a limit at Union level is without prejudice to the possibility for Member States to provide for lower limits on the amount of biofuels and bioliquids produced from cereal and other starch-rich crops, sugars and oil crops and from crops grown as main crops primarily for energy purposes on agricultural land that can be counted at national level towards targets set out in Directive 2009/28/EC.

C. considérant que la conception européenne du monde arabe se limite généralement à une approche fondée sur les relations étatiques bilatérales, voire sous-régionales, et qu'il convient de redynamiser la stratégie globale de l'UE à l'égard du monde arabe en se basant non seulement sur les organisations régionales existantes (Ligue des États arabes, Conseil de Coopération du Golfe, Union du Maghreb arabe, qui devrait bénéficier d'un souffle nouveau), ainsi que sur les outils et structures existants (Euromed, Programme Meda, accords d'association, Politique européenne de voisinage), mais aussi en renforçant le soutien aux acteurs non-étatiques dans la région,
C. whereas the European view of the Arab world is generally confined to an approach based on relations at bilateral or sub-regional level between states, and whereas the EU's overall strategy towards the Arab world should be revitalised not only by using existing regional organisations (the League of Arab States, the Gulf Cooperation Council and the Arab Maghreb Union, if it is revived), and existing tools and structures (Euromed, Meda Programme, association agreements, European Neighbourhood Policy), but also by strengthening support for non-state actors in the region,

3. estime, au vu des limites inhérentes aux stratégies bilatérales et ponctuelles menées par l'UE à l'égard des pays partenaires au cours des dernières décennies, qu'il convient de redonner, dans le cadre de la rationalisation de l'action extérieure de l'UE, un nouvel élan au partenariat de l'UE et des États membres avec le monde arabe dans sa globalité, tout en veillant à cibler des secteurs de coopération bien spécifiques, et en agissant de concert avec les structures politiques existantes telles que la Ligue des États arabes ou le Conseil de coopération du Golfe, voire l'Union du Maghreb arabe si elle venait à être revitalisée; souligne que l'engagement vis-à-vis des organisations civiles et des mouvements réformistes au niveau régional devrait faire partie de ces efforts, ainsi qu'une coopération spécifique, en particulier avec les organisations politiques qui promeuvent la démocratie par la non-violence;

Considers, in view of the inherent limitations of the bilateral, ad hoc strategies pursued by the EU towards its partner countries over the last few decades, that a fresh boost should be given – in the context of the rationalisation of the EU's external actions – to the partnership between the EU and its Member States on the one hand and the Arab world as a whole on the other, while targeting very specific cooperation sectors and acting in tandem with existing political structures such as the League of Arab States and the Gulf Cooperation Council, and even with the Arab Maghreb Union, if it is revived; emphasises that engagement with civil society organisations and reform movements at the regional level should be part of this effort, as well as specific cooperation, in particular with those political organisations which promote democracy by non-violent means;

C’est dans ce contexte que le rapport suggère que nous intensifiions nos relations, nous, l’Union européenne, avec tout ce qui a un caractère collectif dans cette affaire: bien sûr la Ligue des États arabes, mais aussi, pourquoi pas, le Conseil de coopération du Golfe, et même l’Union du Maghreb arabe si elle venait à être réveillée.
It is in this context that the report suggests that we, the European Union, should strengthen our relations with everything that has a collective character in this matter: of course, the League of Arab States, but also, why not, the Gulf Cooperation Council and even the Arab Maghreb Union, if it were to be revived.
