I am not asking whether we should do it or not; I am asking if there is a value to doing a study and looking at those cases that were refused by the visa office, either the first time, the second time, or the nth time, and then, on representation by a member of Parliament, are granted either a normal visitor visa or a minister's permit and then how many of these renege on the promise.
