TRADUCTIONS EN CONTEXTE

Compte tenu de la proposition de règlement du Parlement européen et du Conseil modifiant le règlement (CE) no 1638/2006 arrêtant des dispositions générales instituant un instrument européen de voisinage et de partenariat, les «remboursements» («reflows») provenant des investissements en capital-risque et des prêts de la région méditerranéenne dans le cadre d'opérations conclues avant 2007 faisant appel à des moyens budgétaires de l'Union ont été placés dans un compte fiduciaire ouvert pour la Facilité euro-méditerranéenne d'investissement et de partenariat (FEMIP).
In view of the proposal for a Regulation of the European Parliament and of the Council amending Regulation (EC) No 1638/2006 laying down general provisions establishing a European Neighbourhood and Partnership Instrument, ‘reflows’ deriving from Mediterranean risk capital and loan investments under operations concluded before 2007 using Union budget funds have been accumulated in a fiduciary account established for the Facility for Euro-Mediterranean Investment and Partnership (FEMIP).

[5] Un montant de 110 millions d’EUR, provenant d’opérations conclues avant 2007, versé au compte fiduciaire établi pour la facilité euro-méditerranéenne d’investissement et de partenariat (FEMIP) et attribuable au soutien provenant du budget, constitue des recettes affectées externes (pour le mandat extérieur de la BEI pour la période 2014-2020), conformément à l’article 21, paragraphe 4, du règlement financier et doit être utilisé pour le Fonds.

8. Points out that the projects financed within the framework of the Union for the Mediterranean should be supported by funding from the Community, from partner states and from private financing; calls on the Council and Commission, to that end, to specify and strengthen the role and the initiatives of the Facility for Euro-Mediterranean Investment and Partnership (FEMIP) which, through its investment programme, is facilitating the economic opening-up and modernisation of the Mediterranean countries; reiterates its support for the creation of a Euro-Mediterranean Investment Bank and coordination with international investors; emphasises the importance of the remittance of savings by emigrants from the Southern Mediterranean countries to their countries of origin and considers this to be a tremendous and as yet insufficiently used lever for development;

22. souligne le besoin d'un appui accru de l'Union européenne aux programmes des États partenaires méditerranéens qui doivent développer des politiques sociales capables de créer de nouveaux emplois, destinés en particulier à la jeune génération, de faciliter l'établissement d'un climat favorable pour des investissements accrus et de favoriser la création de petites entreprises, en facilitant l'accès aux microcrédits; à cet égard, renouvelle sa demande pour la transformation de la facilité euro-méditerranéenne d’investissement et de partenariat (FEMIP) en une Banque euro-méditerranéenne de développement;
22. Stresses the need for greater European Union support for programmes by the Mediterranean partner countries to develop social policies able to generate fresh employment, particularly for the young generation, create a favourable climate for greater investment and encourage the creation of small undertakings by facilitating access to microcredit; in this connection reiterates its request for the Facility for Euro-Mediterranean Investment and Partnership (FEMIP) to be transformed into a Euro-Mediterranean development bank;

– having regard to the resolution of 11 May 2006 of the Committee on Economic and Financial Affairs, Social Affairs and Education of the Euro-Mediterranean Parliamentary Assembly (EMPA) on the Conditions for the Transformation of the Facility for Euro-Mediterranean Investment and Partnership (FEMIP) in the Euro-Mediterranean Development Bank,

22. invite les États membres de l'UE et leurs partenaires méditerranéens à effectuer les études nécessaires pour la transformation de la facilité euro-méditerranéenne d'investissement et de partenariat en une Banque euro-méditerranéenne de développement, compte tenu de l'importance que revêt cette banque pour encourager le secteur privé et développer les investissements dans cette région;
22. Invites the EU Member States and their Mediterranean partners to carry out the necessary studies concerning the transformation of the facility for Euro-Mediterranean Investment and Partnership (FEMIP) into a Euro-Mediterranean Development Bank, considering the importance of that bank in driving the private sector and in increasing investment in the area;
