Alex Atamanenko: En ce qui concerne l’industrie de l’abattage des chevaux au Canada: a) quelle était la raison de l’interruption temporaire des importations de viande chevaline du Canada décrétée par les représentants de l’Union européenne (UE) le 12 octobre 2012; b) le Canada a-t-il participé aux pourparlers avec les représentants de l’UE au sujet de la salubrité de la viande chevaline du Canada depuis, (i) dans l’affirmative, quels ont été les sujets abordés, (ii) à quelles conclusions en est-on arrivé; c) quelles seront les restrictions imposées à partir de 2013 par l’UE à l’industrie canadienne de la viande chevaline, (i) quelles sont les conséquences prévues de ces restrictions sur la fréquence et le type de tests de dépistage des résidus de médicaments sur la viande chevaline au Canada et sur les données à fournir dans les documents d’information équine (DIE), (ii) y aura-t-il resserrement des restrictions à l’égard des médicaments dont l’utilisation n’est pas autorisée; d) l’Agence canadienne d’inspection des aliments (ACIA) exerce-t-elle une surveillance sur les chauffeurs de camion et les marchands de viande chevaline dont le nom figure dans un DIE à titre de propriétaire pour vérifier l’existence d’antécédents d’infractions aux règlements en matière de transport du département de l’Agriculture des États-Unis, du ministère des Transports ou de l’ACIA, (i) l’ACIA procède-t-elle à des examens plus minutieux dans le cas des contrevenants ou fait-elle des enquêtes complémentaires lorsque des infractions ont été signalées, (ii) partage-t-elle cette information avec des organismes gouvernementaux apparentés au Canada ou aux États-Unis; e) à quelle fréquence les inspecteurs de l’ACIA procèdent-ils à une inspection visuelle des camions qui arrivent à l’abattoir pour s’assurer que les chevaux ont été transportés en toute sécurité; f) combien de constats d’infraction ont été délivrés concernant le transport de chevaux de ...
(Return tabled) Question No. 20 Mr. Alex Atamanenko: With regard to the horse slaughter industry in Canada: (a) what was the reason for the temporary halt, initiated by European Union (EU) officials, to horse meat imports from Canada on October 12, 2012; (b) has Canada participated in talks with EU officials regarding the safety of horse meat from Canada since that time, (i) if so, what topics were discussed, (ii) what conclusions were reached; (c) what restrictions effective in 2013 will be imposed upon the Canadian horse meat industry by the EU, (i) what is the anticipated impact of these restrictions on the frequency and type of drug residue testing on horse meat in Canada as well as on the data required on Equine Information Documents (EIDs), (ii) will the restrictions on prohibited/non-permitted drugs be further tightened; (d) is there any oversight by the Canadian Food Inspection Agency (CFIA) on transport drivers and horse meat dealers listed on EIDs as current owners to check for a history of violations of the United States Department of Agriculture, Ministry of Transport, or CFIA transport regulations, (i) does the CFIA enhance its scrutiny of such violators or conduct follow-up investigations on those who have been flagged for violations, (ii) is this information shared with any other inter-connected government agency either in Canada or in the United States; (e) how often do CFIA inspectors do a visual inspection of the transports that arrive at the slaughter plants to ensure that the horses have been transported safely; (f) how many transport violations concerning horse slaughter transportation have been issued to transport drivers within the last five years, (i) how many warnings of violations have been issued, (ii) if the warnings have been ignored, how does the CFIA restrict or prohibit those transport drivers from conducting business in Canada; (g) how often does the CFIA conduct inspections of feedlots and how many warnings or violations were ...

Vu qu’un document de la Commission vient de sortir, daté d’aujourd’hui même, faisant état de progrès dans les négociations UE-Maroc concernant l’industrie agroalimentaire et le secteur de la pêche, je voudrais savoir si ce sont ces négociations auxquelles le président du groupe de l’Alliance progressiste des Socialistes et Démocrates au Parlement européen faisait référence ce matin lorsqu’il a utilisé les négociations comme argument pour retirer de l’ordre du jour d’aujourd’hui la question relative à Aminatou Haidar, la militante sahraouie qui est en grève de la faim depuis 32 jours et qui se trouve actuellement entre la vie et la mort.
Since a Commission document has just come out, dated today, saying that EU – Morocco negotiations on the agri-food and fisheries sectors are progressing, I should like to know if it was these negotiations that the Chairman of the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament was referring to this morning when he used the negotiations as an argument to delete from today’s agenda the topic on Aminatou Haidar, the Sahrawi fighter who has been on hunger strike for 32 days and is in a life-threatening condition at this very moment.

The Council adopted a Decision approving an Agreement between the Community and Morocco on reciprocal liberalisation measures and the replacement of protocols to the ECMorocco Association Agreement regarding Community imports of agricultural products from Morocco, imports of tomatoes into the Community and Moroccan imports of agricultural products from the Community.
