What is needed is an increase in investments in material and technical infrastructures (computers, software and telecommunications networks) and action to deal with inherent weaknesses (for example, telecommunications monopolies resulting in low-quality but high-cost services, digital illiteracy and a lack of access to international e-commerce channels), so as to facilitate the harmonious incorporation of developing countries into the world trading system.
