Lors de sa deuxième réunion, qui a eu lieu les 15 et 16 juillet, le comité a discuté des points suivants : rapport au Parlement européen sur l'exercice 1998 (obligation prévue à l'annexe I, paragraphe 4 des orientations) ; portée et calendrier de l'exercice de révision du programme de travail pour les réseaux transeuropéens dans le domaine des télécommunication ; évaluation des orientations pour le RNIS transeuropéen (RTE-RNIS) (en application de l'article 10 de ces orientations) ; évaluation et révision des orientations pour les réseaux transeuropéens dans le domaine des télécommunication, et avis sur les grandes lignes du mandat à donner pour l'évaluation de l'action RTE-télécom (conformément à l'article 8, paragraphe 2 de la décision relative à ces orientations).
At its second meeting on July 15-16 the Committee discussed: the report to the European Parliament on the 1998 exercise (required by annex I, paragraph 4 of the guidelines); the scope and timetable for the revision of the TEN-Telecom work programme; the TEN-ISDN guidelines evaluation (required by article 10 of these guidelines); the TEN-Telecom guidelines evaluation and revision, delivering in particular its opinion on the outline terms of reference for the evaluation of the TEN-Telecom action (in accordance with article 8(2) of these guidelines decision).

2. L'organisme de sélection ou l'établissement de sélection ou, sur demande de cet organisme de sélection ou de cet établissement de sélection, le tiers désigné par cet organisme de sélection ou cet établissement de sélection conformément à l'article 27, paragraphe 1, point b), rendent publics et tiennent à jour les résultats de l'évaluation génétique des animaux reproducteurs dont le sperme sert à l'insémination artificielle conformément à l'article 21, paragraphe 1, points b), c) et d), et à l'article 24, paragraphe 1, point b).
2. The breed society or breeding operation or, on request by that breed society or breeding operation, the third party designated by that breed society or breeding operation in accordance with Article 27(1)(b), shall make the results of the genetic evaluation of breeding animals whose semen is used for artificial insemination in accordance with Article 21(1)(b), (c) and (d) and Article 24(1)(b) publicly available and shall keep them up-to-date.

3. Les rapports visés aux paragraphes 1 et 2 sont accompagnés, s'il y a lieu, de propositions d'adaptation, pour ce qui est notamment d'étendre le champ d'application du présent règlement à des documents publics concernant de nouvelles questions, comme le prévoient le paragraphe 1, point a), et le paragraphe 2, point a), d'établir de nouveaux formulaires types multilingues, comme le prévoient le paragraphe 1, point b), et le paragraphe 2, point b), et d'utiliser des systèmes électroniques pour la transmission directe de documents publics et l'échange d'informations entre les autorités des États membres, comme le prévoient le paragraphe 1, point c), et le paragraphe 2, point c).
3. The reports referred to in paragraphs 1 and 2 shall be accompanied, where appropriate, by proposals for adaptations, in particular as regards the extension of the scope of this Regulation to public documents relating to new matters as referred to in point (a) of paragraph 1 and point (a) of paragraph 2, the establishment of new multilingual standard forms, as referred to in point (b) of paragraph 1 and point (b) of paragraph 2 and the use of electronic systems for the direct transmission of public documents and the exchange of information between the authorities of the Member States as referred to in point (c) of paragraph 1 and point (c) of paragraph 2.

‘Contacts and associates’, as referred to in point (e) of paragraph 1, are persons through whom there is sufficient reason to believe that information which relates to the persons referred to in points (a) and (b) of paragraph 1 and which is relevant for the analysis can be gained, provided they are not included in one of the categories of persons referred to in points (a), (b), (c), (d) and (f) of paragraph 1.

La réalisation de ces objectifs spécifiques énoncés aux paragraphes 1 et 2 est évaluée notamment sur la base des rapports réguliers de l'Union sur la mise en œuvre de la PEV; en ce qui concerne le paragraphe 2, points a), d) et e), l'évaluation s'effectuera sur la base des indicateurs pertinents établis par les organisations internationales et d'autres organismes compétents, en ce qui concerne le paragraphe 2, points b), c) et d), au regard de l'ampleur de l'adoption du cadre de réglementation de l'Union par les pays partenaires si cela se justifie, et enfin, pour le paragraphe 2, points c) et f), du nombre d'accords et d'actions de coopération en la matière.

The achievement of the specific objectives set out in paragraphs 1and 2 shall be measured using, in particular, the relevant Union periodic reports on the implementation of the ENP; for points (a), (d) and (e) of paragraph 2, the relevant indicators established by international organisations and other relevant bodies; for points (b), (c) and (d) of paragraph 2, the extent of the uptake of the Union regulatory framework by the partner countries as appropriate; and for points (c) and (f) of paragraph 2, the number of relevant agreements and cooperation actions.

La réalisation de ces objectifs spécifiques est évaluée notamment sur la base des rapports réguliers de l'Union sur la mise en œuvre de la politique; en ce qui concerne le paragraphe 2, points a), d) et e), l'évaluation s'effectuera sur la base des indicateurs pertinents établis par les organisations internationales et d'autres organismes compétents, en ce qui concerne le paragraphe 2, points b), c) et d), au regard de l'ampleur de l'adoption du cadre de réglementation de l'Union par les pays partenaires si cela se justifie, et enfin, pour le paragraphe 2, points c) et f), du nombre d'accords et d'actions de coopération en la matière.

– (EN) Je suis très heureux de l’adoption de ce rapport, qui invite expressément: les États membres à respecter les droits fondamentaux des minorités ethniques et des femmes immigrées, que leur statut soit régularisé ou pas (point 11); à garantir l’accès aux services d’aide visant à prévenir la violence fondée sur le genre et à protéger les femmes de cette violence, indépendamment de leur statut juridique (point 17); l’Agence des droits fondamentaux à inclure une perspective transversale d’égalité des genres et de droits de la femme dans tous les aspects, y compris ceux relatifs à la discrimination ethnique et aux droits fondamentaux des Roms (point 22); l’Institut européen pour l’égalité entre les hommes et les femmes à rassembler les données ventilées par sexe et appartenance ethnique; les organismes nationaux chargés des questions d’égalité à mettre au point des outils et des formations sur la discrimination multiple, et enfin, je me félicite d’un rapport qui requiert une approche ciblée en vue d’éviter les discriminations multiples, les stéréotypes, la stigmatisation et la ségrégation ethnique.
– I am very happy with the adoption of this report, which specifically calls for: the Member States to respect the fundamental rights of ethnic minorities and immigrant women, whether or not their status is regular (P. 11); the Member States to ensure access to support services aimed at preventing gender-based violence and protecting women from such violence, regardless of their legal status (P. 17); the Fundamental Rights Agency to include a transversal gender equality and women’s rights perspective in all aspects, including those on ethnic discrimination and on the fundamental rights of Roma (P. 22); the European Institute for Gender Equality to collect data disaggregated by gender and ethnicity; national equality bodies to develop tools and training in relation to multiple discrimination; and, finally, a targeted approach to avoid multiple discrimination, stereotyping, stigmatisation and ethnic segregation.
