Reconnaissant que la fermeture prématurée et le déclassement consécutif de la centrale nucléaire d'Ignalina, qui comprend deux réacteurs de type RBMK d'une puissance de 1 500 MW chacun, hérités de l'ancienne Union soviétique, sont sans précédent et représentent pour la Lituanie une charge financière exceptionnelle sans proportion avec la taille et la capacité économique de ce pays, le protocole no 4 indique que l'assistance apportée par l'Union dans le cadre du programme Ignalina sera poursuivie sans interruption et prorogée au-delà 2006 pour la période des perspectives financières suivantes.
Recognising that the premature shutdown and consequent decommissioning of the Ignalina nuclear power plant with two 1 500 MW RBMK type reactor units inherited from the Soviet Union is of an unprecedented nature and represents for Lithuania an exceptional financial burden not commensurate with the size and economic strength of the country, Protocol No 4 states that the Union assistance under the Ignalina programme will be seamlessly continued and extended beyond 2006, for the period of next financial perspectives.
