Welcomes the close cooperation between EU institutions and other key international actors in asset recovery by Egypt, Libya and Tunisia, with special regard to the Stolen Asset Recovery Initiative (StAR) of the World Bank and the United Nations Office on Drugs and Crime; stresses the importance of making full use of existing mechanisms, at both national and international level, in parallel with adopting the necessary new legislation and adjusting existing legislation within national legal systems in this area;

8. demande à la vice-présidente de la Commission/haute représentante de l'Union pour les affaires étrangères et la politique de sécurité, au service européen pour l'action extérieure et à la Commission de continuer à soutenir la Tunisie dans ce processus de transition démocratique en élaborant en priorité, conformément aux objectifs de la nouvelle politique européenne de voisinage, un programme d'appui à la réforme du secteur de la sécurité et plus particulièrement des services de police, ainsi qu'un programme de soutien à la réforme de la justice dans le cadre des réformes menées par le gouvernement, en y incluant un mécanisme de consultation et d'évaluation par la société civile; insiste auprès du service européen pour l'action extérieure pour que le Parlement européen soit dûment informé des négociations en cours portant sur le nouveau plan d'action UE-Tunisie et sur les travaux du groupe de travail UE-Tunisie;

Calls on the VP/HR, the EEAS and the Commission to continue to support Tunisia during this democratic transition process by giving priority to drawing up, in accordance with the objectives of the new European Neighbourhood Policy, a programme to support the reform of the security sector, in particular the police, and a programme to support the reform of the judicial system as part of the reform process conducted by the government, and to include therein a mechanism for civil society consultations and assessments; urges the EEAS to ensure that Parliament is duly informed of the progress of the current negotiations on the new EU-Tunisia action plan and the work of the EU-Tunisia Task Force;

It is interesting to underscore the point that although one of the members of the United Nations Human Rights Committee, the independent expert from Tunisia, concentrated on the gender discrimination in the Indian Act, the decision of the majority turned not on gender discrimination but on the effect of 12(1)(b), the denial of a cultural right, namely, the right to live in one's community and speak one's language with the members of one's community.
