In response to that, the European Commission had presented its impact assessment which opted in favour of the feasibility of introducing an EU wide FTT, along with its legislative proposal.

24. Welcomes, in that context, the recent Commission proposals on OTC derivatives and short selling which impose explicit central clearing and trading repository requirements on all OTC derivatives transactions, thus making the implementation of this broad-based EU FTT technically feasible;

(21) Afin de permettre l'adoption de règles plus précises dans certains domaines à caractère technique, en ce qui concerne les obligations en matière d'enregistrement, de comptabilité et de fourniture d’informations et les obligations d’autre nature destinées à garantir que la TTF due soit effectivement payée aux autorités fiscales, ainsi que l’adaptation de ces règles en temps utile le cas échéant, il convient que la Commission ait le pouvoir d'adopter des actes délégués conformément à l'article 290 du traité sur le fonctionnement de l’Union européenne en ce qui concerne la fixation des mesures nécessaires à cet effet.
(21) In order to allow the adoption of more detailed rules in certain technical areas, regarding registration, accounting, reporting obligations and other obligations intended to ensure that FTT due to the tax authorities is effectively paid to the tax authorities, and their timely adaptation as appropriate, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of specifying the measures necessary to this effect.
