Dans ces conditions, si l'aide extérieure officielle au Kosovo sous forme de dons devait tarder, la réalisation de nouveaux progrès dans la voie d'une économie de marché moderne et d'une croissance économique fiable pourrait s'en trouver gravement compromise, ce qui aurait comme conséquence immédiate de paralyser les fonctions administratives de base (y compris le système judiciaire et le recouvrement des recettes fiscales) et de porter un sérieux coup au niveau de vie de la population.
Under those circumstances, if external official assistance in the form of grants is not forthcoming, there is a risk that further progress towards the creation of a modern market economy and a sustainable economic growth path could be seriously jeopardised. The most immediate consequence will be the paralysis of basic administrative functions (including in the judiciary and revenue collection), as well as major costs for the standard of living of the population.
