on to the provinces many financial burdens, and they have in turn passed on the additional burdens to the municipalities; a
government ...[+++] that is, up to now, devoid of vision as we enter the next century; a government whose only answer to the economic crisis of a collapsing dollar and collapsing stock market last summer was to proclaim they had the fundamentals right, and to go on to say that a falling dollar and low export prices were really good for the economy.
