TRADUCTIONS EN CONTEXTE

Le commissaire pour la migration, les affaires intérieures et la citoyenneté, M. Dimitris Avramopoulos, et le commissaire pour l'union de la sécurité, M. Julian King, ont accueilli aujourd'hui la troisième réunion ministérielle du Forum de l'UE sur l'internet, pour dresser le bilan des progrès accomplis au cours de l'année écoulée dans la lutte contre les contenus à caractère terroriste en ligne et pour définir les prochaines étapes dans ce domaine.
Today, Commissioner for Migration, Home Affairs and Citizenship Dimitris Avramopoulos and Commissioner for the Security Union Julian King hosted the third Ministerial meeting of the EU Internet Forum, to take stock of the progress made over the past year on curbing terrorist content online and decide on next steps in this area.

F. considérant que les ministres des affaires étrangères de l'Union européenne et de la Ligue des États arabes, rassemblés à l'occasion de la troisième réunion ministérielle UE-LEA, qui s'est tenue à Athènes les 10 et 11 juin 2014, ont adopté une déclaration dans laquelle ils ont exprimé la volonté de faire face ensemble aux défis communs sur le plan politique et économique et en matière de sécurité afin de partager un meilleur avenir pour tous; considérant que les ministres ont annoncé la mise en place d'un dialogue stratégique UE-LEA;
F. whereas the foreign affairs ministers of the EU and of the LAS, gathering on the occasion of the Third EU-LAS Ministerial Meeting, held in Athens on 10 and 11 June 2014, adopted a Declaration expressing their determination to address together common political, economic, and security challenges with a view to sharing a better future for all; whereas the ministers announced the establishment of an EU-LAS Strategic Dialogue;

Q. considérant que, le 25 août 2014, l'Égypte a organisé la troisième réunion ministérielle pour les pays voisins de la Libye, rassemblant les ministres des affaires étrangères de la Libye, de la Tunisie, de l'Algérie, du Soudan, du Niger et du Tchad, ainsi que la Ligue arabe, pour examiner la crise libyenne; considérant que cette rencontre a donné lieu à un communiqué de presse qui réaffirme la légitimité des institutions libyennes et rejette toute immixtion étrangère, demande le désarmement des milices et propose la création d'un mécanisme de sanctions graduelles contre les personnes ou les entités qui bloquent le processus politique;
Q. whereas on 25 August 2014 Egypt held the third ministerial meeting for Libya’s neighbouring countries, which gathered the foreign ministers from Libya, Tunisia, Algeria, Sudan, Niger and Chad, and the Arab League, to discuss the Libyan crisis; whereas the forum issued a press release reaffirming the legitimacy of Libyan institutions, rejecting foreign interferences, calling for the disarmament of militias and proposing the creation of a gradual sanction mechanism against individuals or entities blocking the political process;

Mme Catherine Ashton, haute représentante de l'Union européenne pour les affaires étrangères et la politique de sécurité et vice‑présidente de la Commission européenne, accueillera avec M. Shah Mahmood Qureshi, ministre pakistanais des affaires étrangères, la troisième réunion ministérielle des Amis d'un Pakistan démocratique, le 15 octobre à Bruxelles.
EU High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission Catherine Ashton will together with Pakistan’s Foreign Minister Shah Mahmood Qureshi jointly host the Third Ministerial meeting of the “Friends of Democratic Pakistan” in Brussels on 15 October.

Il reste a voir si les conclusions de cette troisieme reunion ministerielle donneront l'elan necessaire pour que puisse etre relance prochainement le processus de negociation de Contadora, bloque par la persistance du manque de volonte politique et de confiance reciproque des pays de la region. La prochaine reunion de quatre Presidents d'Amerique Centrale (le President Cerezo a confirme qu'il y assisterait tout en soulignant que son gouvernement poursuivrait une politique de neutralite active) convoque a San Jose pour le 15 fevrier, a l'invitation du President costa-ricien (mais a l'exclusion du Nicaragua), ne presage rien de bon a cet egard.
- 3 - It remains to be seen whether the conclusions reached at this third ministerial meeting will provide the impetus required for the reactivation of the Contadora negotiating process in the near future, a process which has been blocked due to the continuing lack of political will and mutual confidence among the countries of the region, the forthcoming meeting of four Central American presidents (President Cerezo has confirmed he will attend, while at the same time emphasizing pursuit of his government policy of "active neutrality") convened for San Jose on 15 February at the invitation of the Costa Rican President (an invitation not extended to Nicaragua) does not augur well in this respect.
