Depuis le dernier rapport, deux autres projets ont été achevés avec succès: Bard I et Borkum West II. Avec le projet de Thornton Bank qui est déjà terminé, ces trois projets garantissent une capacité éolienne supplémentaire de 925 MW sur le marché grâce au financement au titre du PEER.
Since the last report, 2 further projects have been successfully completed, Bard I and Borkum West II. Together with the already completed Thornton Bank project, these three projects have resulted in additional 925 MW of wind capacity coming on stream thanks to the EEPR funding.

The most prominent examples of completed projects are the 4 projects in Austria which provide better access to the Austrian storage facilities in Baumgarten to all the neighbouring countries, two projects in Slovakia to ensure bi-directional gas flow between Slovakia and the Czech Republic, and between Slovakia and Austria and improved access to UGS in Slovakia; the 3 projects in the Czech Republic which increased the transmission capacity in the northwest-east direction and one project in Hungary which enables a safe west–east natural gas flow within Hungary to Romania

The Commission shall ensure geographical balance for integrated projects by indicatively allocating at least three integrated projects to each Member State, ensuring at least one integrated project under the sub-programme for Environment and at least one integrated project under the sub-programme for Climate Action during the LIFE programming period referred to in Article 1.

Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

Notes the ECB’s reference to the Commission’s call for continuous improvement of the institutional setting of the Economic and Monetary Union (EMU), and reiterates in this context the ECB’s reference to the Commission’s call for ex ante coordination of major economic reform plans together with social impact assessments; calls for such coordination to be supported by a comprehensive ex ante and ex post social and gender impact assessment; stresses the fact that this should only be done in a way that ensures democratic accountability and transparency; believes that consideration could be given to the possibility of developing EMU-wide automatic stabilising mechanisms to address symmetric and asymmetric economic shocks, as a means of maintaining social cohesion, supporting internal demand and strengthening the sustainability of the single currency; stresses the importance of the expedition and completion of the banking union; notes the fact that approval of the three pillars of the banking union and implementation of new rules for credit institutions and insurance companies can help to restore the resilience of the European financial sector; reiterates its view that the cost of failure of banking institutions should be borne by the banking sector itself;

Recalls that the "draft package" agreed, after difficult negotiations, by Parliament and Council during the Trilogue of 29 November 2012 consists of three elements: the Amending Budget No 6/2012 for EUR 6 billion, partially covering the shortage of payments up to 31st October 2012, the Union Budget for the year 2013 set to a level of EUR 150 898,391 million and EUR 132 836,988 million, respectively in commitment and payment appropriations and three joint statements ensuring that the actual payment needs in 2012 and 2013 will be duly covered;
