Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

déplore le peu de progrès accomplis dans l'application du règlement (CE) no 1049/2001 en ce qui concerne l'obligation faite aux institutions, agences et autres organes de tenir des registres complets des documents, comme le prévoient les articles 11 et 12 du règlement précité et, plus récemment, le traité de Lisbonne et la charte des droits fondamentaux; demande l'adoption d'une approche commune en matière de registres et demande aux institutions de l'Union d'établir des registres de documents si elles ne l'ont pas encore fait et de prendre des mesures d'applications afin d'harmoniser la classification et la présentation des documents entre les institutions; demande à nouveau, à cet égard, l'élaboration d'un point d'accès commun aux documents de l'Union par le truchement des portails des trois institutions, d'une part, et de procédures et de critères communs pour l'enregistrement, d'autre part, ainsi que l'attribution à chaque document d'un code interinstitutionnel qui permettrait, à terme, de créer un registre interinstitutionnel commun, notamment une base de données communes sur l'état d'avancement des dossiers législatifs.
Regrets that little progress has been made to implement Regulation (EC) No 1049/2001 as regards the obligation for the institutions, agencies and other bodies to keep complete registers of documents, as provided for in its Articles 11 and 12 and, ultimately, in the Lisbon Treaty and the Charter of Fundamental Rights; calls for a common approach on registers to be established, and calls on those EU institutions that have not yet established registers of documents to do so, and to implement measures to standardise the classification and presentation of the institutions’ documents; reiterates, in this regard, further to a common access point to EU documents through the three institutions’ portals, its call for common procedures and criteria for registration and the assignment of an interinstitutional code to each document so that, eventually, a common interinstitutional register, including a dedicated joint database on the state of play of legislative files, could be established.

13. demande la mise en œuvre intégrale des déclarations communes relatives aux crédits de paiement et à un échéancier de paiement, convenues entre le Parlement, le Conseil et la Commission à la fin de la procédure budgétaire 2015, et estime que cette mise en œuvre témoignerait de la volonté réelle des trois institutions de dégager une solution au problème des factures impayées; rappelle l'engagement de tenir, au cours de cette année, au moins trois réunions interinstitutionnelles consacrées aux paiements afin de faire le point sur l'exécution des paiements et les prévisions révisées; espère que la première de ces réunions, en mars 2015, permettra de disposer d'une première vue d'ensemble du montant des factures impayées à la fin de 2014 pour les grands domaines d'action; déplore que, comme c'était à prévoir, le montant sans précédent atteint fin 2014 soit de 24,7 milliards d'EUR pour les seuls programmes de cohésion de la période 2007-2013; regrette que cette dette nuise à la crédibilité de l'Union et soit contraire aux objectifs de croissance et d'emploi fixés au plus haut niveau politique; souligne que les paiements sont la conséquence directe et logique d'engagements antérieurs;
13. Calls for the full implementation of the joint statements on payment appropriations and on a payment plan agreed between Parliament, the Council and the Commission at the end of the 2015 budgetary procedure, and considers that such action would indicate that all three institutions are serious about working towards a solution to the problem of unpaid bills; recalls the commitment to hold, in the course of this year, at least three interinstitutional meetings on payments, in order to take stock of payment implementation and revised forecasts; expects the first of these meetings, in March 2015, to provide a first overview of the level of unpaid bills at the end of 2014 for the main policy areas; regrets that, as anticipated, at the end of 2014 this level reached the unprecedented amount of EUR 24,7 billion, for 2007-2013 cohesion programmes alone; deplores the fact that this debt undermines the credibility of the EU and is in contradiction with the goals set at the highest political level for growth and employment; stresses that payments are the direct and logical consequence of past commitments;

Regrets once again that a clear plan and code of practice have still not been agreed between Parliament, the Council and the Commission, which would guarantee appropriate cooperation and the full involvement of the three EU institutions concerned in the appropriate further handling of the integrated policy guidelines as key instruments of the Lisbon Strategy; calls in this connection on the Council and the Commission to submit forthwith proposals for close cooperation between the three EU institutions with a view to the impending revision of the integrated policy guidelines;
