In therory, an application to grant aid should be rejected, but in really exceptional cases, says the report, where Commission and Council both consider that aid should be permitted, the following principles ought to be applied : - independent expert opinion and excess capacity closures on a very large scale, - commitment by both government and undertaking to close capacities on a very strict timetable, - stringent inspection of the use of the aid, - payment of the aid only when the restructuring programme has been completed, - if for exceptional reasons any aid should be paid before the necessary closures, the Member State concerned must undertake, in the event of the conditions for granting the aid not being complied with, to pay to the ECSC budget an amount equivalent to the aid granted and at the same time the Commission would reduce the undertaking's production and delivery quotas.
