Les propositions du Livre blanc ont pour objectif l'amélioration du fonctionnement de la méthode communautaire en agissant selon trois axes : premièrement, une plus grande implication des citoyens dans la définition des initiatives politiques de l'Union ; deuxièmement, la mise en œuvre efficace de ces politiques ; troisièmement, la différentiation des rôles et des responsabilités des institutions européennes et la nécessité que chacune se concentre sur ses fonctions fondamentales.
The proposals contained in the White Paper aim to improve the way the Community method works in three ways: by getting the citizens more closely involved in defining the Union's policies, by implementing those policies effectively and by clearly distinguishing between the roles and responsibilities of the European institutions, recognising that each needs to concentrate on doing its own core job.
