Nous poursuivons nos efforts en vue d'établir un tribunal pénal international, lequel, à titre de tribunal de compétence universelle et générale, remplacerait les organismes sectoriels de portée géographique limitée comme les récents tribunaux spéciaux créés pour l'ancienne Yougoslavie et le Rwanda.
We are continuing our efforts to establish an international criminal court which as a court of universal and general jurisdiction would replace limited geographical sectoral bodies like the recent ad hoc jurisdictions as the former Yugoslavia and also Rwanda.

Stresses that the reform of the Turkish judiciary system is central to the efforts to bring about democratic consolidation in Turkey and an indispensable prerequisite for Turkey’s modernisation, and that such reform must lead to a modern, efficient, fully independent and impartial judicial system guaranteeing due process of law for all citizens; welcomes the third judicial reform package as a step towards a comprehensive reform process in the area of the judiciary and fundamental rights; stresses, however, the crucial importance of continuing the reform process with a fourth judicial reform package (a) addressing the excessively broad definition of criminal offences and, in particular, what constitutes an act of terrorism under the Penal Code or the Anti-Terror Law, with the urgent need to introduce a clear distinction between, on the one hand, the promotion of terrorism and the incitement to violence and, on the other hand, the expression of non-violent ideas, in full compliance with ECtHR case law, in order to safeguard freedom of expression, freedom of assembly, including student protests, and freedom of association; (b) addressing the issue of excessively long pre-trial detention periods; (c) addressing the need to allow full access to the prosecution file for defence lawyers; (d) setting criteria to promote the quality and consistency of evidence; and (e) reviewing the role and scope of special courts;

P. whereas President Juncker has also clearly stated in his political guidelines, that he will not accept that the jurisdiction of courts in the Member States is limited by special regimes for investment disputes; whereas now that the results of the public consultation on investment protection and ISDS in the TTIP are available, a reflection process – taking account of the contributions – is currently being undertaken within and between the three institutions, while exchanging with civil society and the business sector, on the best way to achieve investment protection and equal treatment of investors while ensuring states’ right to regulate;

Creating a network of judges – 'coordinators of European Law' – to improve the capacity of the Bulgarian courts to apply EU law. Strengthening the capacity for induction training by consolidating the network of magistrate-mentors; improving the skills of the magistrate-mentors and enhancing the organisation of their work. Strengthening the capacity of the Prosecutor's office of Bulgaria by preparing specialized structures to combat organized crime and related criminal acts; including increased efficiency in the training of prosecutors, and supporting specialized prosecutors' offices by improving their qualification through networking with similar special prosecutors from Member States.
