À cet égard, le Tribunal: 1o) a considéré à tort que le mécanisme qui affecte les membres de la requérante affecte également des tiers, excluant ainsi que ces membres puissent être individuellement concernés; 2o) a constaté à tort que les membres en question ont uniquement fait valoir qu’ils étaient en concurrence avec les bénéficiaires de la mesure d’aide; 3o) qu’il a ainsi omis de prendre en compte les données concrètes soumises par les requérantes selon lesquelles la mesure d’aide aurait inévitablement des effets significatifs préjudiciables sur la situation des requérantes sur le marché; 4o) au surplus, outre le grief rapporté sous le 1o), qu’il n’a pas tenu compte à tort du fait que les effets significatifs négatifs du mécanisme n’affecteront pas les opérateurs de la même manière. En outre, le Tribunal: 5o) a jugé à tort que les requérantes devaient établir une baisse constatée de leur chiffre d’affaires pour avoir qualité à agir; 6o) a rejeté des effets négatifs établis au motif d’autres causes d’effets négatifs non précisées; 7o) n’a pas tenu compte du fait que les conditions pour introduire un recours doivent être assouplies, car la décision de la Commission d’autoriser la mesure d’aide, en application de l’article 107, paragraphe 3, sous c), TFUE, n’a pas fait l’objet d’un véritable examen administratif préalable.
In that connection the General Court: (1) found, incorrectly, that the fact that the measure which has an adverse effect on the individual members of the applicant association also affects other does not preclude those members from being individually concerned; (2) found, incorrectly, that only the relevant members had claimed to be in competition with the recipients of the aid; and (3) thereby failed, incorrectly, to accord weight to the specific calculations which the appellants had submitted showing that the aid would inevitably have an adverse effect on their market position; and (4) in addition to the error referred to in (1), incorrectly failed to see that the measure having an adverse effect is not the same for all operators; (5) incorrectly assumed that the appellants must provide proof of loss of income which has already occurred in order to have standing to bring proceedings; (6) incorrectly dismissed claims of adverse effect on the basis of other, undocumented causes of the adverse effect; and (7) ruled out the possibility of easing the requirements for having standing on the ground that the Commission’s decision to allow the aid under Article 107(3)(c) had not been dealt with administratively on its merits.

That's not the highest standard of proof.
