Calls on the Commission and the Member States to recall the importance of achieving the Barcelona targets in order to make work-life balance a reality for all, as well as of implementing the appropriate legislative and non-legislative actions foreseen in the Commission’s roadmap on work-life balance published in August 2015, and using the appropriate tools and incentives, including European funds such as the European Social Fund, the European Regional Development Fund and the European Agricultural Fund for Rural Development, to guarantee the provision of affordable quality care for children and other dependent persons, including elderly dependents and family members with disabilities; stresses the importance of rational and flexible working hours in order to enable parents and carers to contribute to a sound work-life balance; recalls the importance of full protection of social rights for the specific circumstances of the self-employed, without which innovative and inclusive entrepreneurship is not possible;

Calls on the Commission to propose an ambitious revision of Directive 2010/41/EU on the application of the principle of equal treatment between men and women engaged in an activity in a self-employed capacity in order to guarantee higher standards for minimum maternity, paternity, adoption, care and filial leave rights, and to make the Member States responsible for ensuring that self-employed workers are entitled to these leave rights under their social security systems; calls on the Council to adopt a common position on the proposed revision, approved by Parliament, of Council Directive 92/85/EEC on the introduction of measures to encourage improvements in the safety and health at work of pregnant workers and workers who have recently given birth or are breastfeeding; recalls that the proposal adopted by Parliament contains important measures in this area that promote work-life balance for men and women;

GENERAL CONSIDERATIONS ON POLICY (i) The Council recalls that, in the report adopted by the European Council held in Maastricht in 1991, priority was given to the harmonization of policies on admission for work as an employed or self-employed person, although it was emphasized that these policies should of necessity be restrictive (ii) The Council acknowledges the contribution of migrant workers to the economic development of their respective host countries.
