Invites the Commission, together with the European Training Foundation, the European Centre for the Development of Vocational Training, European Foundation for the Improvement of Living and Working Conditions and the European Agency for Safety and Health at Work to further explore the synergies that exist between those agencies and to report to the discharge authority before any decisions concerning possible changes to the respective responsibilities and/or working methods of these agencies are considered on the possible deeper integration of those four agencies; invites those agencies and the Commission to evaluate whether closer cooperation could lead to economies of scale and optimisation of their performance;

The Management Board should be entrusted with the powers necessary to establish the budget, verify its execution, adopt the appropriate financial rules, establish transparent working procedures for decision making by the Agency, adopt the Agency’s work programme, adopt its own rules of procedure and the Agency’s internal rules of operation, appoint the Executive Director, decide on the extension of the Executive Director’s term of office after obtaining the views of the European Parliament, and decide on the termination thereof.

Dans sa résolution du 23 octobre 2002 sur la communication de la Commission intitulée «S’adapter au changement du travail et de la société: une nouvelle stratégie communautaire de santé et de sécurité (2002-2006)», le Parlement européen approuve également le rôle prépondérant attribué à l’Agence en tant que partenaire clé dans des activités non législatives en matière de santé et de sécurité au niveau européen et espère que la Fondation européenne pour l’amélioration des conditions de vie et de travail et l’Agence continueront à améliorer leur coopération en cohérence avec leurs rôles respectifs dans ce domaine d’action.
The European Parliament Resolution of 23 October 2002 on the Commission Communication: ‘Adapting to change in work and society: a new Community strategy on health and safety at work 2002 to 2006’ also supports the leading role given to the Agency as the key player in non-legislative health and safety activities at Community level and hopes that the European Foundation for the Improvement of Living and Working Conditions and the Agency will continue to improve their cooperation in line with their respective roles in this policy area.

(21) In order effectively to ensure the accomplishment of the tasks of the Agency, the Member States and the Commission should be represented on a Management Board entrusted with the necessary powers to establish the budget, verify its execution, adopt the appropriate financial rules, establish transparent working procedures for decision making by the Agency, approve the Agency's work programme, adopt its own rules of procedure and the Agency's internal rules of operation, appoint and remove the Executive Director.

Calls for an evaluation to assess the existing cooperation between the agencies and to analyse the advantages/disadvantages of a merger between the European Foundation for the Improvement of Living and Working Conditions and the European Agency for Safety and Health at Work; however, before the Commission examines any possible merger between the European Foundation for the Improvement of Living and Working Conditions and the European Agency for Safety and Health at Work, it should analyse the conclusions and proposals which will be contained in the external evaluations of the two agencies, work which is scheduled to begin in mid-April 2001;
