Un problème fondamental soulevé par le rapporteur est qu'alors que l'industrie de l'aviation est libéralisée et fonctionne dans un marché européen ouvert, les autorités contrôlant l'espace aérien, les aéroports et les autorités réglementaires ainsi que les entreprises fournissant des services au secteur des transports aériens travaillent encore trop dans une perspective locale.
A key point raised by the rapporteur is the current situation in which, while the aviation industry is liberalised and operates in an open European market, the authorities which control the air space, the airports and the regulating bodies, as well as the companies providing services to the air transport sector, still operate from an excessively local point of view.
